12 February – Following receipt of the council’s documents, the Inspector considers it will be necessary for a short and focused series of hearing sessions to address any new issues raised. 12 December – The Inspector has issued a further set of actions for the council to respond to (PDF, 156.41 KB), in addition to the agreed Stage 3 actions previously published. The Inspector is not inviting, nor will he accept, any correspondence about these actions from interested parties.
11 December – The agreed actions for the council from the Stage 3 hearing sessions (PDF, 309.92 KB) have now been published.
4 December – The Inspector has published the responses to the government’s ‘New Towns’ announcement. Personal details have been removed, along with any comments the Inspector considered inappropriate.
To keep things efficient, the Inspector has accepted all responses. However, some responses go beyond the original question. These include repeated points from earlier submissions, comments that add nothing new, or remarks about issues not related to the Inspector’s enquiry.
The Inspector wants to make it clear that only comments relevant to the question (how the announcement affects the examination process or responds to the council’s original letter), will be considered. The Inspector will not have regard to these other matters raised.
The Inspector is not asking for any further comments on these responses at this time.
19 November – In response to the Inspector’s Stage 3 MIQs and actions resulting from discussions on Matter 2, the council has provided the Inspector with a letter from the Greater London Authority (PDF, 66.12 KB). The Inspector has accepted this, and it has been added to the examination library.
The Inspector is not inviting any comments on this document currently. If further action or more information is needed, the Inspector will make this clear in due course.

16 October – The council has responded to the Inspector’s request (IN11) for their position on the 'New Towns announcement'.
The Inspector is now inviting comments on this letter from interested parties who previously made representations on the Chase Park (Policy PL10) and Crews Hill (Policy PL11) allocations at the Regulation 19 stage.
These comments should be related only to the points made in the council’s letter and any potential implications of the New Towns announcement for the examination. This should not be used as an opportunity to reopen previous discussions on these sites nor introduce new arguments or evidence outside the scope of the New Towns announcement.
Responses should be no more than 1,500 words and should be provided to the Programme Officer by 5pm on 7 November 2025.
The Inspector’s other guidance on written statements still stands, including where it may be beneficial for people or organisations to issue joint response if it is more efficient (though the word limit still applies). Responses should also include the word count at the end.
Any responses which exceed the limit, or which go beyond the scope of the request, may be returned.
Once the Inspector has considered the responses he will decide whether any further actions are necessary, including the need for additional hearing sessions.

15 October – Further to the council’s ‘Matter 2’ hearing statement on the housing land supply, the Inspector asked the council to provide a summary of their 5-year housing land position to aid discussion at forthcoming hearing sessions IN10 - Appendix 3 ‘Stage 3’ Hearing Programme (Version 1 – 2 September 2025) (PDF, 144.36 KB). In preparing this, the council identified some errors in the information they submitted for the ‘Stage 3’ hearings and have asked the Inspector to accept updated versions of the housing trajectory spreadsheet and supplementary information provided with their statement. Exceptionally, and to ensure the smooth running of the hearings, the Inspector has accepted these documents – New Enfield Local Plan. These supersede those originally submitted.

21 November – The Inspector has published his initial ‘Stage 1’ Matters, Issues and Questions (IN2) (PDF, 213.95 KB). This includes a covering letter and 3 appendices. Appendix 1 sets out the MIQs for the initial matters the Inspector wishes to discuss. Appendix 2 provides guidance on producing written statements. Appendix 3 provides a draft hearing programme (which may be subject to change – a final programme for Stage 1 will be published once it is clear who wishes to attend and written statements have been received). The hearings are due to start of Wednesday 22 January 2025. Details of the venue and relevant deadlines are included in the letter. Enfield Local Plan
Enfield Council has reviewed the local plan which sets out the long term planning and land use policies for the area. See Statement of representation procedure (PDF, 168.67 KB).
Note that the local plan was prepared and will be examined under the NPPF updated version published in December 2023.
The council will also be confirming a 5-year land supply of specific, deliverable sites at the time that its examination is concluded.
The Enfield Local Plan was submitted to the Secretary of State for independent examination on 6 August 2024 details can be found on the Submission Notice (PDF, 113.76 KB).

The update on 15 January 2024 includes the upload of 117 new representations (reference numbers 00385 to 00722), and the correction of one existing representation. These changes were reported by the Enfield Society.
Enfield Local Plan – Regulation 19 consultation
Update: The Enfield Local Plan documents were submitted to the Secretary of State for examination on Tuesday 6 August 2024.
The Regulation 19 Consultation Period ran from Thursday 28 March to Monday 20 May 2024 and has now concluded. Thank you to those who responded.

The purpose of the Regulation 19 consultation is to provide an opportunity for representations to be made on the amendments to the local plan before it is examined by a planning inspector. In accordance with the Planning and Compulsory Purchase Act 2004, the planning inspector will consider all comments on the plan that are made within the consultation period.
The council is currently processing Representations made at Regulation 19 Stage. All representations received during the representation period will be sent to the Planning Inspectorate together with the draft Local Plan and supporting documentation and will also be made publicly accessible as part of the examination.
Upon submission, the Planning Inspectorate will conduct an independent review of the plan and the representations made, to determine whether the plan is sound. This is called an Examination in Public.

Local Plan preferred approaches consultation 2021
From June to September 2021 we consulted on the main issues and preferred approaches for the Local Plan. We also carried out a consultation to identify future development sites. This consultation was the first of two stages in the formal plan production process.

Consultation on the Integrated Impact Assessment (IIA) accompanying the Regulation 18: Enfield Local Plan Main Issues and Preferred Approaches also ran at the same time.
The IIA comprises Sustainability Appraisal (SA) incorporating Strategic Environmental Assessment (SEA), Health Impact Assessment (HIA), Equalities Impact Assessment (EqIA), Community Safety Impact Assessment (CSIA) and Habitats Regulations Assessment (HRA).
The Environmental Assessment of Plans and Programmes regulations (2004) the National Planning Policy Framework requires that all development plan documents are subject to a sustainability appraisal.
The sustainability appraisal is needed to consider and communicate the key sustainability issues and effects of emerging policies and any reasonable alternatives. The plan making team will collect and use this information under the UK GDPR Article 6(1)(e), which permits processing where necessary for the performance of a task carried out in the public interest.

Under data protection law, your rights include:

- Your right to rectification – you have the right to ask us to rectify personal information you think is inaccurate. You also have the right to ask us to complete information you think is incomplete.
- Your right to erasure – you have the right to ask us to erase your personal information in certain circumstances
- Your right to restriction of processing – you have the right to ask us to restrict the processing of your personal information in certain circumstances
- Your right to object to processing – you have the right to object to the processing of your personal information in certain circumstances
- Your right to data portability – you have the right to ask that we transfer the personal information you gave us to another organisation, or to you, in certain circumstances
You do not need to pay any charge for using your rights. If you make a request, we have 1 month to respond to you.

Your information is securely stored on our IT systems at the London Borough of Enfield and our third party providers.
We keep consultation responses until the adoption of the local plan for 4 years. We will then dispose of your information by deleting your responses from our IT system.
