Local Development Scheme
The Local Development Scheme (LDS) (PDF, 286.78 KB) is a public statement setting out the council's project plan for the preparation of development plan documents. It sets out the scope and programme for preparing these documents. It also provides the framework for delivering the spatial planning strategy for our borough.
This page provides information on the local development documents we will produce in the next 4-year period.
The emerging Enfield Local Plan is reaching a key stage in its development journey. On 6 March 2024, the Full Council will meet to go over an extensive draft of the Local Plan. Following Full Council’s approval, the draft will proceed to a formal statutory six-week period of public consultation, as required by legislation. Following the conclusion of this consultation, all responses received, (along with the draft Local Plan and its supporting evidence base), will be submitted to the Secretary of State for an independent examination.
Recognising the significance of the Local Plan for our Borough, particularly its impact on future development, Councillors must have time to consider the content of the draft Local Plan. Before the Local Plan debate at the Full Council meeting on 6 March 2024, Councillors will communicate with their constituents, discussing aspirations for homes and their environment.
To honour this commitment, the council has chosen to release the draft Local Plan on 6 December 2023, 13 weeks ahead of the Full Council meeting.
We will also release the current draft of the Integrated Impact Assessment (IIA) and information for Habitats Regulation Assessment (HRA). These resources will help Councillors understand the choices made throughout the planning process. The draft IIA explains the different options considered by the council, highlights the social, environmental and economic impacts of the Local Plan, and considers how any negative impacts could be avoided.
Building on this commitment, the revised LDS will be updated to align with our progress in advancing the new Local Plan to adoption stage.
There will be more updates as we continue to shape the future of Enfield through comprehensive planning and thoughtful engagement.
Statement of Community Involvement
The Statement of Community Involvement (PDF, 478.02 KB) (SCI), was adopted on 15 May 2023. It seeks to make sure that local communities and stakeholders remain active and involved in planning. It sets out how, when and who will be consulted throughout the preparation of the Local Plan, and other planning documents prepared by the council. It also sets out how the community can respond to planning applications.
The new SCI has been updated to reflect current legislation, and places greater emphasis on meaningful community engagement. It has also been updated following changes to the approach to community engagement due to the COVID-19 pandemic.
