Housing and regeneration
Enfield is tackling the national housing crisis with a bold programme of action.
Ending homelessness in Enfield
Enfield has one of the highest numbers of residents in temporary accommodation in London. Our innovative approach to reducing the use of temporary accommodation includes an exciting new invest to save service model. This focuses on prevention and early intervention in support of our corporate Early Help Strategy.
The Greater London Authority (GLA) and Ministry of Housing, Communities and Local Government (MHCLG) is helping us tackle rough sleeping with our 'somewhere safe to stay' hub and move-on accommodation for rough sleepers. We are also increasing the pathways into sustainable housing, and supporting people to develop the skills and expertise that will help them make lasting change in their lives.
Housing Gateway has set up an ethical letting agency, and along with an acquisition programme is working to create access to private rented accommodation to prevent homelessness and reduce the use of temporary accommodation.
Building council owned affordable homes
We have ambitious plans to deliver new housing in the borough, by providing 3,500 new council owned homes over the next ten years and enabling many more homes through our work with registered providers and developers. The flagship Meridian Water programme will create a new town in London, with up to 13,000 new homes further adding to the supply of good homes in Enfield.
We are investing in our in-house development and regeneration expertise, and work together with other boroughs and London Councils on the skills agenda. We are attracting talent from the private sector, growing our existing workforce and providing apprenticeship opportunities for residents.
Whilst direct delivery is a core part of our programme we work in partnership with other boroughs, for example as part of a Modern Methods of Construction (MMC) buyers club, with registered providers (RPs) and developers.
During 2021, we will be launching an RP Framework to allocate opportunities maximising the skills and capacity of selected RP partners.
Regeneration and growth
Subject to approval by residents, the council seeks to transform two post-war estates, Joyce Avenue and Snell's Park, by replacing 795 existing homes and providing some additional high-quality homes.
There will be new homes for all council tenants, an offer for resident leaseholders, and new build apartments to rent for existing private renters and local key workers. Better estate design will reduce crime and anti-social behaviour, and create high-quality public open spaces.
The redevelopment is subject to support from residents via a formal ballot on the proposals later this year.
Quality council housing services
We have transformed our council housing service with a new Asset Management Strategy, a £200 million planned investment programme and a new housing management model.
Enfield Repairs Direct, our in-house repairs and maintenance company, and our property MOT service, ensure we provide responsive repairs in good time and to a good standard. Our approach to housing management focuses on early intervention, support and prevention, to provide good homes in safe and stable communities.
Our commitment to building safety
We are working closely with the MHCLG, the Home Office, National Fire Chiefs Council and local partners, to prepare for the forthcoming Building Safety Bill.
Our specialist team of building safety professionals work across the council's housing services (council housing, regeneration and housing development) and with registered social landlords in the borough, to ensure the safety of our residents.
Meridian Water is a major £6 billion, 25-year London regeneration programme led by Enfield Council, bringing 10,000 homes and thousands of jobs to Enfield.
The Meridian Water development is designed around three pillars:
- Mixing uses and animating streets
- Park life at your doorstep
- Your place to make and create
The development will provide new homes, world class public spaces and community facilities. A new Meridian Water railway station opened in 2019, with connections south to Stratford and London Liverpool Street and north to Stansted and Cambridge.
Meridian One starts in 2021, and will see the first homes and retail space built at Willoughby Lane by our development partners Vistry Partnership.
We are working on the planning application and finding a development partner for Meridian Two at Leeside Road, to deliver 250 affordable homes. These homes are set aside for 'makers and creators' who will use new workspace on the lower floors of the development.
A new employment hub for around 900 new jobs at a 2- to 3-acre site along the North Circular will complement this phase.
Delivering new jobs and opportunities
Employment offers across the site will attract major employers as well as start-ups, including meanwhile uses and the creation of workspaces for makers, creators and artists.
Local social enterprise Building BloQs will become part of the hub to boost existing and new jobs for the 'maker' economy. The council will also work with operators to deliver temporary projects across the site, creating short to medium-term employment opportunities, and bringing life and activity to the area early on in the programme.
Environment and operations
Environment and operations are committed to delivering first class services. We aim to create an environment where people are proud to live, want to visit or work, and enjoy their leisure time. Sustainability and wellbeing are at the heart of everything we do, now and for future generations.
Traffic and transportation
Traffic and transportation focuses on:
- encouraging active, healthy travel by increasing levels of walking and cycling
- reducing the number of people injured on our roads
- effectively managing on-street parking
- shaping the council's transport policy and strategy - working closely with Transport for London (TfL) and other external stakeholders
- lobbying for improvements to the public transport network in Enfield
- assessing the transport impact of development proposals
- supporting the delivery of a wide range of regeneration initiatives
Highway services manages Enfield's assets, including:
- pavements and paths
- culverts and other highway structures
- drainage and watercourses
- street lighting
- verges and shrub beds
- signs and street furniture
These assets fall within a range of council areas, including the adopted public highway, parks and housing property.
Parking services enforce parking restrictions throughout the borough (excluding the A10 and A406 which are TfL roads). Our Civil Enforcement Officers (CEOs) issue about 110,000 Penalty Charge Notices each year. They also deal with appeals, debt recovery, contract monitoring, car parks and street furniture maintenance and finance.
Parks and street scene
Enfield is one of London's greenest boroughs, with 130 parks and open spaces covering 904 hectares.
Our parks and street scene service is responsible for:
- parks, play areas and open spaces maintenance
- events management
- sports pitch, allotment and golf course management and maintenance
- green gyms and trim trails
- cemetery operations
Our in-house service delivers most street cleansing services, including:
- 760km of roads and footpaths cleaned each week
- 1,500 litter bins emptied each week
- graffiti removal
- weed control
- fly-tipping clearance
Waste, fleet and passenger transport
Waste services provide a rubbish and recycling collection service to residents and businesses in the borough, including:
- alternate weekly collection of rubbish and recycling, a weekly food waste collection and an optional paid for fortnightly collection of garden waste to over 330,000 residents
- commercial waste and recycling collection to over 2,640 businesses
- bulky, clinical and garchey waste collection
Fleet services support frontline services with over 350 vehicles and 300 items of plant and equipment. The team is responsible for:
- reactive and planned maintenance of vehicles and plant
- spot hire of equipment
- training for drivers to maintain their CPC requirement
The passenger transport service provides daily home to school transport for over 900 special educational needs (SEN) children to 66 schools. They also provide transport for school swimming classes, Cheviots after school clubs, day trips and school meals.
Regulatory service and corporate health and safety
Regulatory service and corporate health and safety delivers environmental health, trading standards, licensing and enviro-crime services to improve safety and quality of life for residents and businesses in Enfield. They undertake tough enforcement action on issues ranging from abandoned vehicle to zoo licensing, working with the public, our partners and other stakeholders.
Corporate health and safety keeps our civic buildings safe, and provide quality assurance for all health and safety activities across the borough, including legal compliance for the contractors we work with.

Enfield's planning service defines the strategies, policies and infrastructure that are required to shape its long-term growth and success as a place. It provides the expertise to guide development proposals and planning applications through the development management, building control, determination and construction processes.
The strategic planning and design service
- Plan Making team - responsible for developing, monitoring and providing advice on Enfield's planning policy framework, including Enfield's Local Plan
- CIL and S106 Infrastructure team - responsible for Enfield's CIL and S106 regime, collecting funding for infrastructure and managing how it is spent
- Heritage and Urban Design team - responsible for enabling good design, and the protection and enhancement of heritage in Enfield. It also manages the Place and Design Review Panel, and provides design and heritage advice and services to planning policy and development management.
- Strategic Infrastructure and Growth team - responsible for defining Enfield's future spatial growth and infrastructure requirements, and building positive relationships with stakeholders to ensure Enfield's future prosperity
Development management service
- Four planning decisions teams - responsible for guiding development proposals through pre-application processes, managing pre-planning applications (PPAs) and determining planning applications
- Enforcement team - responsible for enforcing planning infringements across Enfield
- Building Control team - responsible for providing a full, commercial building control service to customers within Enfield and outside the borough
Planning service priorities
- Developing an up to date Enfield Local Plan
- Managing the Enfield Place and Design Quality Panel
- Processing an average of 4,900 planning applications a year
- Developing the building control service to extend its market share
Property and economy
The property and economy department brings together the council's non-housing property functions into one service. This includes strategic asset management, construction, maintenance, facilities management and economic development.
Strategic property services
Strategic property services is a growing team of property professionals, who are passionate about optimising the council's property assets to create community dividends.
We have created an ambitious new Strategic Asset Management Plan which will deliver on the council's corporate objectives, including economic growth, diversity, sustainability, wellbeing and new homes. We manage all of Enfield's 1,100 non-housing assets. This includes our own operational accommodation, industrial estates, retail assets and farms in the Green Belt, with a current income of about £8 million per year from our investment estate.
We act as the council's corporate landlord, responsible for ensuring compliance across the portfolio. We undertake all aspects of property asset management, including leases and licences, disposals, acquisitions, development deals and joint ventures. We are also growing the council's capability in Geographical Information Systems (GIS).
Our aim is to have a comprehensive and qualified property team, to provide the council with a professional property service. Roles in the team include:
- Asset management surveyors - commercial estate
- Asset management and compliance surveyors - operational estate
- Development, disposals and acquisitions surveyors
- Property information officers
- Asset management systems and GIS officers

Enfield's Culture team lead on the council's Culture Strategy to provide opportunities for young people, make culture sustainable and provide culture for everyone.
Our portfolio includes projects and programmes that take our strategy forward:
- On the ground - working to develop cultural activity out and about across the borough, in our parks and town centres, in a variety of venues, and embedded in every new development
- Right mix - championing a diverse mix of essential cultural infrastructure, encouraging new cultural and creative organisations to develop in Enfield
- Supporting growth - connecting Enfield to the strong and growing creative economy, and ensuring our young people have access to cultural experience and knowledge of creative careers
- Celebration - celebrating our rich heritage and connecting our communities through shared festivals and events
- Cultural capacity - growing our capacity as a borough to enjoy more, make more, do more and see more, finding more supporters for culture and growing our skills and expertise
Our work is delivered together with partners inside and outside the council, including health, housing, heritage, libraries, community groups, education and training organisations, and creative artists.
At the heart of our team are our flagship venues, Millfield House and Theatre, Forty Hall, and the Dugdale Centre. Run directly by the council, these provide outstanding cultural and creative experiences, including exhibitions, theatre shows, music, workshops, poetry, dance and visual arts, and fantastic locally sourced, sustainable food. Each venue works closely with residents to create programmes and opportunities that reflect local community interests. Every team member works to ensure a fantastic experience for all our visitors, whether in front of house, venue management, catering, technical or programming. And we pride ourselves on our flexible and collaborative approach. When need arises, the team have turned their hands to supporting Enfield by running food banks and community testing centres, and we are always happy to find new ways to serve our community.
Recent projects include:
- Enjoy Enfield Summer - the UK's first outdoor arts festival after lockdown, with 17 days of free, socially distanced arts and entertainment across the borough
- Cultural Heritage Capacity Building - a two-year National Lottery Heritage Funded project to support community organisations develop heritage projects
- Reggae on the Lawn - a magical mix of music and green space at Forty Hall
- Five Art Crossings - colourful crossing designs for each of Enfield's five town centres designed by local artists, to bring joy and hope during the COVID crisis
- Puss in Boots - the professionally produced regular Millfield Pantomime is a highlight of local calendars. This year adapted to lockdown conditions to make it one of the very few live pantomime experiences in the UK, delighting many hundreds of local schoolchildren and families while conditions allowed. Construction, maintenance and facilities management
Construction, maintenance and facilities management is a critical support function for all council operations, including adult social care, children's services, education and public health. The service is responsible for the whole lifecycle of the council's non-domestic buildings, covering:
- feasibility studies
- design and construction
- handover and staff relocation
- planned and reactive maintenance
- facilities services, including cleaning and security
- demolition and redevelopment
The department has two professional workstreams, facilities management and construction management.
- Manages buildings and facilities to ensure the efficient and effective day-to-day delivery of council front-line services
- Leads on the roll-out of smarter working - a transformational cultural change programme that will change the way we use corporate buildings to enable collaborative and agile working
- Leads on capital delivery of place programmes, including the Corporate Property Investment Programme and the Build the Change programme, and programmes commissioned by client directorates
- Use innovative procurement and delivery models, and modern methods of construction to achieve time, cost and quality requirements
