Joyce and Snell’s Estate Regeneration Scheme
In December 2021, residents of the Joyce Avenue and Snell's Park Estates voted overwhelmingly in favour of the Joyce and Snell's Redevelopment Project. This ambitious scheme will deliver:
- 2,028 high-quality new homes
- a large public park
- a modern community centre
- a revitalised High Street
- new jobs and training opportunities
Since the ballot, Enfield Council has made significant progress. We’ve secured funding from the Mayor of London, appointed a contractor for the first phase of construction, and in May 2025, received planning permission to proceed.

Enabling Works
We are pleased to announce that our contractor (Hill Partnerships), will be starting ‘enabling works’ on the estate. These first works include the demolition of 15 garages near Wadham House to create 15 new resident parking spaces. To avoid disruption to train services, this work will take place overnight between Sunday 3 August and Monday 11 August 2025. Temporary fencing and clear signage will be in place throughout to make sure the public are safe. Every effort will be made to keep noise to a minimum. The enabling works will also include the creation of a brand-new, enhanced play area on the field next to St. John and St. James School. This will feature new equipment – landscaping, lighting, and drainage. Additionally, a temporary electrical substation will be installed at the northern end of Snell’s Park (near 1–24 Grove Street), to replace the existing one beside Boundary Hall. This temporary unit will remain in place until Phase 2 of the development is complete.
Initial Demolition Notices- suspending Right to Buy applications
To support the redevelopment, a key next step will be for the council to seek formal approval to serve Initial Demolition Notices on secure council tenancies on the Joyce and Snell's Estate.
An Initial Demolition Notice is served when a property is due to be demolished and has the purpose of suspending any current Right to Buy applications. While no demolition date has been set, the notice is valid for up to seven years. A Final Demolition Notice will be issued once a date is confirmed. Demolition will then take place within two years of that notice. Once the decision to serve the Initial Demolition Notices is approved, the council will write to all impacted secure council tenants with further details and a copy of the notice.
Compulsory Purchase Order
It is the council’s intention to acquire all leasehold and freehold interests on the estate by negotiation. So that the council can acquire all interests and demolish this block within required timescales, the council’s Cabinet will be requested in autumn 2025 to consider approval of proceeding with Compulsory Purchase powers.
Residents in Wadham House have been informed and will be kept up to date. Secure council tenants and resident leaseholders in Wadham House are still eligible for the first new homes on the estate.
