Our Council Plan 2026 to 2030 (PDF, 8201.63 KB) sets out our vision for Enfield. It describes the borough we are proud to serve. Built around our ambition for a cleaner, greener, safer, thriving, stronger, more affordable and connected Enfield, the Council Plan explains what this means for people who live, work, learn in and visit our borough and how we will deliver it.
A Cleaner Enfield
What we will do:
- Reduce fly-tipping through education, enforcement and provide instant reporting tools for residents
- Improve the frequency of recycling and waste collections and improve the accessibility of our recycling centres
- Increase recycling rates through community awareness education campaigns and events
- Ensure food waste collections are available to all properties
- Sustain a clean, tidy and welcoming environment by improving street scene across the borough for our residents and visitors and in estates for our tenants and leaseholders
- Take practical steps to reduce carbon emissions from our assets and buildings to improve energy efficiency
A Greener Enfield
What we will do:
- Protect and enhance our green belt land and deliver improvements to our urban green spaces, further developing our partnerships to manage and enhance our parks and green spaces
- Restore 1,500 hectares of farmland into publicly accessible nature spaces, working in collaboration with our rural community, through the Enfield Chase Landscape Restoration and the £38m of secured funding
- Protect and improve our environment through effective enforcement action, which reduces pollution and improves air quality
- Create healthier neighbourhoods by delivering targeted interventions to improve air quality and monitoring their impact on residents' wellbeing
- Implement best practices to reduce flood risk across the borough through council-led flood management programmes and through our role as a Planning Authority
A Safer Enfield
What we will do:
- Maintain investment to achieve high standards of decency in Council housing
- Drive up standards in private rented sector housing, through the education of landlords and tenants and enforcement of the Renters Rights Act and Private Rented Sector Licensing Scheme
- Enhance the roving security presence in Council blocks and on our estates to prevent and reduce anti-social behaviour
- Continue to deliver all statutory public protection duties through robust trading standards services, protecting vulnerable residents and ensuring a fair and safe trading environment
- Support and regulate businesses in Enfield to protect customers in respect of food safety, licensing and health and safety
- Work in partnership with the Metropolitan Police, community leaders and businesses to address crime and anti-social behaviour
- Provide targeted youth outreach services to reduce serious youth violence
A Thriving Enfield
What we will do:
- Provide business support to help firms launch and grow in Enfield
- Facilitate investment from high-quality businesses and maximise the potential of the visitor economy, to providing competitive and meaningful employment to residents
- Provide the Best Start in Life offer to help children be school ready and improve educational outcomes for children and young people
- Increase local education provision for children and young people with special educational needs and disabilities
- Work in partnership with our provider to maintain and improve standards in our leisure centres
- Enable the development of the right homes for local people, which ensures developments are appropriate for their neighbourhood
- Take a place-based investment approach to new development and regeneration proposals, aligning all sources of investment to develop vibrant neighbourhoods with busy high streets, good local amenities, high-quality physical infrastructure and accessible public spaces
A Stronger Enfield
What we will do:
- Deliver a Council Housing building programme that focuses on more family and specialist accommodation.
- Develop innovative ways for residents to access early advice and support when they need it, to help prevent needs escalating
- Work collaboratively with children, their families and our partners to ensure all looked after children are supported to live in family homes where possible and treated as our own when in our care
- Work with partners to deliver Families First, Best Start in Life and Special Education Needs reforms to support interventions and improve outcomes for children, young people and their families
- Support our most vulnerable residents to live independently for as long as possible and further increase homelessness prevention levels
- Ensure that all adult social care services provided by and commissioned on behalf of the Council meet the highest delivery standards
An Affordable Enfield
What we will do:
- Take a partnership approach to tackling poverty and deprivation
- Work with landowners, developers and registered providers to maximise new housing supply and support the delivery of small sites and small-medium-enterprise builders
- Drive growth for the benefit of existing residents through the borough’s first Growth Strategy
- Continue to provide Council tax support for low-income households
- Provide affordable access to leisure and sports facilities across the borough
- Provide free activities for children and young people in the school holidays that support wellbeing, nutrition and social inclusion
- Support families to maximise their early years childcare and education offer
- Deliver targeted employment support programmes to help residents most at risk into meaningful and competitive employment
A Connected Enfield
What we will do:
- Develop better ways of engaging and working with residents, businesses and communities, using feedback to improve services
- Enable residents to participate in events and activities which celebrate the borough’s heritage and culture
- Develop a new Voluntary Sector Strategy which outlines how we will work in partnership to support a sustainable and diverse sector, which provides advice, support, activities, and a voice for all residents
- Ensure we maximise the use of volunteers and that we appropriately acknowledge and encourage their contribution to the community
- Continue to manage our extensive road network safely, effectively and efficiently, investing in highways and pavements
- Support high streets through implementing strategies to improve parking and accessibility
- Promote sustainable transportation, including walking, cycling, the use of public transport and electric vehicles
- Work closely with transport providers, acting as a critical friend, to improve connectivity and accessible travel options for residents, supporting investment in transport infrastructure
How will this plan be delivered?
The Council Plan sets the direction for all our activity, with its priorities underpinning our strategies, plans and day-to-day work. These are supported by the Medium-Term Financial Plan, which aligns resources to delivery.
It is vital that our Council Plan improves outcomes for our residents and we monitor hundreds of performance indicators across our services to check that we are moving in the right direction, at the right speed and can compare our performance with other local authorities. This progress is monitored by our Executive Management Team and reported quarterly to Cabinet. We will also provide annual updates to residents, giving an overview of our progress and our priorities ahead.
