Tri Borough Partnership: The Upper Lea Valley
The Waltham Forest, Haringey and Enfield Tri Borough Partnership is working together to unlock the full potential of the Upper Lea Valley, one of London’s most exciting regeneration areas.
Recognised in the London Plan as a key Opportunity Area, the Upper Lea Valley spans more than 3,800 hectares and combines urban energy with natural landscape. This strategic collaboration (known as 'The Power of Three') enables large scale, coordinated investment and long term transformation across the area.

The partnership is driving a shared programme of regeneration designed to:

Enfield's New Local Plan
Enfield Council's new local plan is an exciting and forward-thinking initiative. The plan is designed to foster growth and create a vibrant community for residents and businesses alike. The plan (which spans from 2019 to 2041), focuses on several key areas to make sure Enfield remains a thriving and attractive place to live, work, and invest.
One of the standout features of the plan is its commitment to delivering a diverse housing mix – including family homes that cater to various needs. With a target of 33,280 new homes by 2041, Enfield is set to become a hub of modern, high-quality living spaces.
The plan also emphasizes the development of around 304,000 sqm of industrial and logistics space and 39,000 sqm of office space. This will make sure that businesses have the facilities they need to grow and succeed.

Enfield digital infrastructure and connectivity
Enfield Council believes that reliable digital connectivity, both fixed broadband and mobile, is essential for achieving its goal of creating an economy that works for everyone.
We are committed to creating the right conditions for investment that will improve digital infrastructure and connectivity across the borough. This will help make sure that residents, businesses and communities can benefit from digital services and new technologies.
To achieve this, we are actively working with telecommunications companies to share our vision, encourage investment, and understand and address any barriers they face when investing in Enfield.
We want to build on the progress we have already made:
- Increasing full fibre broadband coverage from 32.34% in July 2024 to 69.47% in July 2026.
- Improving collaboration across Council departments to address digital connectivity challenges and opportunities.
- Introducing a non-exclusive MDU Wayleave agreement to help social housing residents access full fibre broadband.
- Including digital connectivity in planning policies and development processes, including participation in a planning pre-application pilot.
- Creating a Digital Champion role to make it easier for telecommunications providers to work with the Council.
- Working with our Local London partners to continue lobbying central government to address gaps in digital infrastructure.
- Committing to engage with mobile network operators by the end of 2026 to develop and deliver a Small Cell Strategy.
