Leaseholder notification letter

Dear Leaseholder,

Re: First-tier Tribunal Application for Dispensation from Section 20 Consultation Requirements  
Case Reference: LON/00AK/LDC/2026/0233

The London Borough of Enfield has made an application to the First-tier Tribunal (Property Chamber) seeking dispensation under section 20ZA of the Landlord and Tenant Act 1985 from the statutory consultation requirements in relation to a proposed two-year contract for the supply of electricity to communal housing services.

This application does not concern the reasonableness or payability of any service charges. The issue for the Tribunal is whether it is reasonable to dispense with the statutory consultation requirements for this proposed qualifying long-term agreement.

The Tribunal has directed the council to notify all affected leaseholders of the application and provide an opportunity for comments or objections before a decision is made.

If you wish to object to the application, you must submit your response to the First-tier Tribunal by no later than 8 October 2026. A copy of any response should also be sent to the council.

The Tribunal has advised that as the application progresses further documents may be added to the website, including the Tribunal's final decision. The decision is currently expected to be issued on or after 23 November 2026 unless the Tribunal directs otherwise.
