Companies with cranes, scaffolding, hoarding and projections on, or overhanging on, public roads and pavements, require a licence.
If you are applying for a scaffolding, hoarding or projection licence, you should include a copy of your public liability insurance certificate and read the schedule of conditions in your application form.
If you are applying for a crane licence, you should include:
- a copy of your public liability insurance certificate
- a method statement
- a risk assessment
- a traffic management plan for the crane
- the completed indemnity form

Your application will be processed within 5 working days. We require a refundable deposit to cover road or pavement damage.
We will also need to make a site visit to assess your application, and may specify conditions for the equipment. If we decide the road should be closed, you will need to apply for a temporary traffic order. This needs a minimum of 6 weeks’ notice before work can begin. You should email us at parking@enfield.gov.uk if you need to suspend parking restrictions for the delivery and collection of equipment.
The site will be inspected during and after work, to make sure it is safe and there is no damage to roads or pavements. You need to meet the licence conditions at all times, and have licences easily viewable on all equipment. Licences are not transferable.
A scaffolding, hoarding or projection licence is valid for 30 days, but can be extended. A crane licence is only valid for one day.
Below is a list of fees and charges relating to services provided by Highway Services. These charges are subject to change and are revised periodically. Charges are as of 1 April 2025 and correct at time of publication.
