Six drivers prosecuted for Blue Badge misuse

Enfield Council has successfully prosecuted six people in court for disabled persons Blue Badge misuse.

The Council is working proactively and decisively to identify and prosecute people who misuse Blue Badges in the borough and follows 12 successful prosecution cases brought to court last month.

Cllr Maria Alexandrou, Cabinet Member for Environment at Enfield Council, said: “We have zero tolerance on the misuse of Blue Badges, and continue to step-up our efforts to clamp down on this type of crime.

“Using a Blue Badge that doesn’t belong to you is purely and simply fraud and will not be tolerated on the borough’s streets and car parks.

“If you park in a space designated to valid Blue Badge holders, with a fake or stolen badge, you’ll be committing an offence and will receive a fine and a criminal record if the case goes to court.

“If you have any suspicions someone in the borough has a Blue Badge and it’s not being used by the person it was issued to, let us know so we can investigate the matter and take the appropriate action.”

Blue Badges help people with disabilities or health conditions park closer to their destination.

It is a crime to use an expired, cancelled, stolen, fake or altered Blue Badge.

The holder must be present when a driver is parking their car, and it must be used for the benefit of the holder, or it will constitute misuse - even when it is valid.

The six prosecutions:

Mostapha Al-Turk, age 53, from Winchmore Hill (postcode area N21), displayed a Blue Badge on the dashboard in his Tesla vehicle in New River Loop Car Park in Enfield, on 17 December 2025 that had been cancelled as it was reported as lost. He claimed he found the badge.

A court judge ordered a fine of £300 with a victim surcharge of £120 and costs of £300. Total: £720.

Michael Brennan, age 67 from Enfield (EN1), displayed a Blue Badge on the dashboard in his Nissan vehicle in Silver Street, on 12 December 2025 where the original owner of the Badge had previously been reported as deceased.

He confirmed the name of the holder and said he knew she was deceased. A court judge ordered a fine of £300 with a victim surcharge of £120 and costs of £300. Total: £720.

Ann Jackson, age 66, from Enfield (EN1), displayed a Blue Badge on the dashboard in her Ford Fiesta vehicle in Enfield on 8 January 2026, where the Badge displayed was registered to a care home that can only be used for transporting disabled people in the care of the badge holder.

The badge was being misused to secure residential parking which is a criminal offence. The judge ordered a fine of £300 with a victim surcharge of £120 and costs of £300. Total: £720.

Theothosia Menicou, age 67 from Enfield (EN3), displayed a Blue Badge on the dashboard in her Mercedes vehicle in a resident only parking bay in Sydney Road (EN2) on 10 December 2025, where it was discovered, the Badge belonged to Menicou’s husband who had died 18 months ago.

The judge ordered a fine of £110 with a victim surcharge of £46 and costs of £110. Total: £266. Menicou claims pension credit and stated this fact before the case went to court.

Idris Sahin, age 51 from Chingford (E4), displayed a stolen Blue Badge on the dashboard of his Mercedes vehicle in Cowper Road (N18), on 19 October 2025. A court judge ordered a fine of £348 with a victim surcharge of £139 and costs of £500. Total: £987.

Guney Yilmaz, age 35 from Hertford (SG14), displayed a photocopied Blue Badge (the original Badge was valid), on the dashboard of his Vauxhall Corsa vehicle in Fore Street (N18) on 17 January 2026.

Guney did not produce the Badge for inspection when asked by an authorised officer and later apologised. The photocopied badge has now been destroyed.

A court judge ordered a fine of £175 with a victim surcharge of £70 and costs of £175. Total: £420.

All six cases were heard at Highbury Corner Magistrates’ Court in north London on 9 July 2026.
