Twelve drivers prosecuted for Blue Badge misuse

Enfield Council has successfully prosecuted 12 people in court for Blue Badge misuse.

The Council is working proactively and decisively to identify and prosecute people who misuse Blue Badges in the borough.

Cllr Maria Alexandrou, Cabinet Member for Environment at Enfield Council, said: "We will step-up our efforts to clamp down on this illegal behaviour and bring people who misuse Blue Badges to the courts.

“I’ve received contact from several residents who tell me they have suspicions that Blue Badges are not being used by the people they were issued to and we are currently investigating those claims.

“Misusing a Blue Badge is fraud and is not a victimless crime. People are selfishly taking accessible parking spaces from people who need them the most.

“I would actively encourage residents to continue to report any concerns they have relating to Blue Badge misuse to the council, so we can investigate and take the appropriate action.”

Blue Badges help people with disabilities or health conditions park closer to their destination.

It is a crime to use an expired, cancelled, stolen, fake or altered Blue Badge. It is also an offence for a holder to give their badge to someone else when they are not with the vehicle.

Information about the 12 prosecutions are as follows:

Rumen Aleksandrov, age 45, from Palmers Green (postcode area N13), displayed a counterfeit Blue Badge from Bulgaria with fake hologram and no validity date in his BMW vehicle in Green Lanes, Palmers Green on 10 June 2025.

He failed to respond to a letter to help the Council with their enquiries and attended court where he pleaded guilty. The judge ordered a fine of £250 with a victim surcharge of £100 and costs of £250. Total: £600.

Ayse Aslan, age 19, from Winchmore Hill (N21), displayed an expired and stolen Blue Badge in an Audi vehicle in Crown Lane, Enfield on 19 June 2025. He claimed he found the badge in a park and could not pay for parking, so he used it.

Aslan did not attend court, but the matter was proven in his absence. The judge ordered a fine of £500 with a victim surcharge of £200 and costs of £500. Total: £1,200. In addition, he was disqualified for driving for six months.

Ibrahim Bozkina, age 52, from Edmonton (N9) displayed a Blue Badge that was reported as lost in his Mercedes vehicle on 27 August 2025 in Green Lanes. He later claimed under caution that he had found the badge and decided to use it.

Bozkina did not attend court but entered an early guilty plea. The matter was proven in his absence, and the judge ordered a fine of £188 with a victim surcharge of £75 and costs of £700. Total: £963.

Cebrail Bulut, age 50, from Loughton displayed a Blue Badge in his BMW vehicle in Coleman Parade, Enfield on 4 June 2025. The badge holder had been reported as deceased. Bulut attended court and pleaded guilty. He was given a £1,000 fine by the judge including costs.

Ositadimma Igwebuike Ejimofor, age 34, from Upper Edmonton (N18), displayed a counterfeit Blue Badge in his BMW vehicle on 10 June 2025 in River Front in Enfield. Ejimofor attended court and pleaded guilty. He was given a £500 fine by the judge, with a victim surcharge of £200 and costs of £300. Total: £1,000.

Patrick Darren Marshall, age 48, from Edmonton (N9), displayed a counterfeit Blue Badge in his VW vehicle in Beaconsfield Road on 10 July 2025. Marshall attended court and was fined £200 with a victim surcharge of £80 and costs of £200. Total: £480.

Wayne Nobrega, age 55 from Cheshunt (EN7), displayed a stolen Blue Badge in his Hyundai vehicle in Silver Street, Enfield on 9 June 2025. Nobrega attended court where he was fined £500 with a victim surcharge of £200 and costs of £500. Total: £1,200.

Ramadan Ramadan, age 37, from Cheshunt (EN8), displayed a stolen Blue Badge his BMW vehicle on 9 July 2025 in Park Avenue which is a permit holder only street. Ramadan failed to attend court and was found guilty in his absence. He received a fine of £1,200 from the judge inclusive of costs. Ramadan was also banned from driving for six months.

Yasamin Sadraei, age 31,from New Barnet (N20) displayed a stolen Blue Badge in the windscreen of her BMW vehicle in Lodge Drive car park in Palmers Green on 4 July 2025.

Sadraei said she found the Badge on the floor. She entered an early guilty plea and did not attend court, but the matter was proven in her absence, and the judge ordered her to pay a fine of £293 with a victim surcharge of £117 and a £1,133 contribution towards prosecution costs. Total: £1,543.

Tyrese Spinks, age 22, from Enfield (EN3), displayed a stolen Blue Badge in his Mercedes vehicle in Church Lane car park in Enfield on 16 July 2025. He was questioned by enforcement officers in the car park at the time of the offence and later gave a different account as to why he was in possession of the badge while under caution.

Spinks did not attend court, but the matter was proven in his absence. The judge ordered a fine £500 with a victim surcharge of £200 and costs of £500. Total: £1,200. In addition, he was disqualified for driving for six months.

Celalettin Tenekeci, age 22, from Enfield (EN2), displayed a counterfeit Blue Badge in his VW vehicle, in Church Road car park on 17 June and again on 25 June 2025 in Little Park Gardens car park.

Tenekeci admitted displaying the badge and stated that it had been given to him. He admitted his actions were wrong under caution and expressed remorse. The judge ordered a £600 fine with a victim surcharge of £240 and costs of £200. Total: £1,040.

Ahmet Topal, age 39, from Islington (N19) displayed a fraudulent copy of a stolen Blue Badge in his Audi vehicle in New River Loop car park in Enfield on 5 June 2025. He claimed to have found the badge and placed it on his dashboard. Topal attended court and was fined £300 with a victim surcharge of £120 and costs of £200. Total: £620.

In the cases involving Rumen Alexsandror, Ayse Aslan, Cebrail Bulut, Ositadimma Igwebuike Ejimofor, Patrick Darren Marshall, Wayne Nobrega, Ramadan Ramadan, Yasamin Sadraei, Celalettin Tenekeci (second offence) and Ahmet Topal, their vehicles were removed on the day of their respective offences and towed to the council’s Crown Road Vehicle Park (the pound) where they had to pay a release fee.

All 12 cases were heard at Highbury Corner Magistrates’ Court in north London.
