An Enfield resident has been prosecuted for a suspected fly tipping offence.
Mr Ion Prundaru, 56, from Enfield (EN1), ignored an official, legal notice asking him to help the Council with its investigation involving a fly tipping offence (which is a criminal offence), after a white Mercedes Sprinter van registered to him was caught on CCTV, involved in fly tipping in Kenninghall Road in Edmonton (N18) on 7 October 2025.
The prosecution demonstrates the Council’s determination to deal with incidents of fly tipping swiftly and efficiently, and with those who illegally refuse to assist and cooperate with its fly tipping investigations.
Cllr Maria Alexandrou, Cabinet Member for Environment at Enfield Council, said: “It beggars belief we have successfully prosecuted someone for non-compliance in a fly tipping investigation, who was previously convicted for a fly tipping offence in the same road in the borough less than two years ago.
“I’m glad we have brought this serial offender to justice once again through the courts. I hope this will be a deterrent to those who think they can just dump their rubbish on the borough’s streets and get away with it. If you break the law and dirty the borough’s streets you can expect the full force of the law.”
Prundaru was summoned to Highbury Corner Magistrates Court in north London on 19 March 2026, but he failed to attend.
The court found Prundaru guilty of hindering the Council’s investigation and in his absence, ordered him to pay a fine of £1,100 with a victim surcharge of £440 and full costs of £1,133. Total: £2,673.
Prundaru already had a criminal record for fly tipping rubbish in Kenninghall Road on 6 July 2024. On 17 April 2025, he pleaded guilty to the charges brought against him at Thames Magistrates Court in east London.
