A woman who was identified as the owner of a vehicle involved in a fly tipping offence who refused to cooperate with Enfield Council and failed to attend court, was prosecuted in her absence and fined £1,200.
Carmen Petean, age 52, from Walthamstow (E17) ignored an official, legal notice* asking her to help the Council, after a vehicle registered to her was caught on CCTV, fly tipping two white goods in Kenninghall Road (N18) on 17 January 2025.
As part of the investigation, the council contacted the Driver Vehicle Licensing Agency (DVLA), who confirmed Carmen Petean was the registered keeper of the vehicle at the time of the investigation.
Carmen Petean did not attend Highbury Corner Magistrates Court on 19 February 2026 and was found guilty in her absence.
The judge ordered a fine of £500, a £200 victim surcharge, and contribution towards prosecution costs of £500 totalling £1,200.
Prior to the court case, the council’s Waste Enforcement team contacted Carmen Petean to ask for her assistance with its investigation, but she failed to respond which is a criminal offence.
Cllr Rick Jewell, Cabinet Member for Transport and Waste at Enfield Council: “The decisive action taken by the council in this case demonstrates that we take the strongest possible action against people who do not respond to our requests for assistance, when it comes to instances of fly tipping.
“The defendant in this case has ignored our correspondence and as a result, has had to pay a fine and she also now has a criminal record.
“We have a zero-tolerance approach to fly tipping in Enfield. We offer a free bulky waste doorstep collection and provide two facilities for the disposal of household waste at Barrowell Green and Edmonton Eco Park.”
