A man who illegally dumped bulky household waste has been successfully prosecuted, following an investigation by Enfield Council's Waste Enforcement Team.
Council officers studied footage from mobile waste enforcement CCTV cameras, that showed Mr Rayko Zahariev, 34, from Enfield, dumping a large white bulky household item from the back of his blue Ford Transit van in Nobel Road in Edmonton (N18).
Rayko Zahariev carried out the illegal activity during the early morning on 17 July 2024.
On 13 November 2025, Rayko Zahariev, who was picked up on a warrant and detained in custody at Hatfield Police Station, pleaded guilty to the charge brought against him at Highbury Corner Magistrates Court in north London.
The District Judge ordered him to pay a fine of £475 the Council’s costs of £1,352 and a victim surcharge of £140. Total: £1,967.
Rayko Zahariev was warned that failure to pay the fine and costs may result in further enforcement action including a visit from bailiffs or being taken into custody or sent to prison.
Prior to the court case, Enfield Council’s Waste Enforcement Team contacted Rayko Zahariev, but he failed to respond to letters and ignored requests to attend the Civic Centre, to assist with the investigation.
Cabinet Member for Transport and Waste at Enfield Council, Cllr Rick Jewell, said: “The defendant in this case has shown a blatant disregard for the council and the law by thinking he could dump his waste on our streets and get away with it.
“We have a have a zero-tolerance policy on fly tipping in Enfield. We offer all residents a free bulky waste doorstep collection and provide two facilities for the disposal of household waste at Barrowell Green and Edmonton Eco Park.”
