16 March 2026 – Notice of Arboricultural (Tree) Survey

Hayden’s Arboricultural Consultants Ltd have been appointed by Hill Partnerships to carry out a tree survey at Joyce and Snell’s on 26 March 2026.

This survey is required as part of the planning process and will help inform how existing trees are protected and managed as the regeneration scheme moves forward. No works will take place as part of the survey itself.

9 March 2026 – Archaeological Works

Pre‑Construct Archaeology Ltd (PCA) has been commissioned by Hill to carry out an Archaeological Evaluation within Phase 0 of the proposed development, located at the northern end of the Joyce Avenue and Snell’s Park Estate, off College Road, within a small play area of the playground. Completion of these works is essential to prevent any delays to the planned start‑on‑site date.

Scope of works: The proposed works involve the excavation of three archaeological trial trenches, each measuring 10m x 1.8m. PCA will provide (hire‑in) the plant required for these excavations. The trenches will be excavated to a maximum depth of 1.20m, with deeper test pits undertaken within the trenches if required.

Timescales: Works will commence 9 March 2026, and expected to take approximately 28 days

Joyce and Snell’s Estate – Phase 1 construction events

Construction on Joyce Avenue and Snell’s Park estate is expected to begin later this year as part of Phase 1 of the regeneration programme.

We are holding Phase 1 drop‑in events to give residents and neighbours the chance to find out more about the first new homes and what will happen during the construction phase.

22 December 2025 - Update on Compulsory Purchase Order for Wadham House

Following the making of the Joyce and Snell’s (Estate Regeneration) CPO No1 (‘the Order’) on 20 November 2025, the statutory period for interested parties to make objections to the council’s making of the Order ended on 19 December 2025. The council are now progressing with the next stages of the CPO process.

28 November 2025 - Decant status now available to all secure tenants

In response to secure tenants who wanted the option to move off the estate sooner, decant status has now been extended to all secure tenants on the Joyce and Snell’s Estate. This is regardless of the phase in which your property currently sits. You can now register and bid for alternative council housing elsewhere in the borough through Choice Based Lettings. 26 November 2025 – Notice of Making of Compulsory Purchase Order for Wadham House

On 10 September 2025, the council’s Cabinet agreed to the making of ‘The London Borough of Enfield (Joyce and Snell’s Estate Regeneration) CPO No 1 (‘the Order’).

The Order relates to the Wadham House block (‘the block’) on the Joyce and Snell’s Estate and is required to achieve vacant possession and demolition of the block to facilitate delivery of 270 new and improved affordable homes to replace the existing 45 homes on the current site. On 20 November 2025, the council made the Order in accordance with the delegated authority given by the council’s Cabinet.

All affected parties have been served with Notice of making of the Order and a copy of the Order Map, and the council is progressing with related statutory requirements. The Order with associated documents has also been submitted to the Secretary of State for Housing, Communities and Local Government for confirmation. The Order documents can be viewed below:

St James’ Playground

13 October 2025 – St James Play Space is now open

Families from Joyce and Snell's Estates and nearby areas came together on 11 October to celebrate the opening of the new St James Play Space.

This colourful and welcoming playground gives children a safe and fun place to play.

The play space is part of the Shaping Edmonton programme. This programme aims to bring real benefits to residents now, while wider regeneration plans are developed.

The playground was funded by the Ministry of Housing, Communities and Local Government and installed by Hill Partnerships. It’s the first visible step in the Joyce and Snell's Regeneration Scheme, which will include:

Residents also had the chance to meet the team behind the playground, speak to council officers about the regeneration, and get advice from local services – including the special educational needs and disabilities (SEND) team and local police.

22 September 2025 – Wadham House garages demolition complete

Additional parking spaces are now available for residents to use.

We’re pleased to inform residents that the demolition of the Wadham House garages has now been completed. Most parking spaces that have been created are now available for residents to use, with a further five spaces remaining temporarily out of action.

We expect these final spaces to be available again from around 3 October 2025 – once the contractors start to finalise the installation of the new playground at Saint James’s Open Space.

4 September 2025 – Exciting playground works underway

We are delighted to share that enabling works have begun on a new temporary playground, located alongside the MUGA and St John and St James Primary School. The works started on 11 August and are scheduled for completion by the end of September.

Once finished, the playground will provide a safe, modern and vibrant space for children to enjoy. This interim play area is being delivered as part of the Joyce and Snells regeneration programme with funding from the governments Levelling Up Fund and will remain in place until the new large public park is completed later in the regeneration project.

This project is an exciting investment in the estate, designed to support families and create new opportunities for play, fun, and community connections. We know how important high-quality outdoor spaces are for young people, and we are looking forward to welcoming residents to an opening event once works are complete.

13 August 2025 – Proposed Land Appropriation

The council has now advertised its proposal to appropriate part of the estate to support the delivery of Phases 0-1 of the regeneration masterplan. View the public notice (PDF, 164.56 KB), and accompanying plan (PDF, 606.56 KB).

24 July 2025 – Initial Demolition Notices (suspending Right to Buy applications)

To support the redevelopment, a key next step will be for the council to seek formal approval to serve Initial Demolition Notices on secure council tenancies on the Joyce and Snell's Estate.

An Initial Demolition Notice is served when a property is due to be demolished and has the purpose of suspending any current Right to Buy applications. While no demolition date has been set, the notice is valid for up to seven years. A Final Demolition Notice will be issued once a date is confirmed. Demolition will then take place within two years of that notice. Once the decision to serve the Initial Demolition Notices is approved, the council will write to all impacted secure council tenants with further details and a copy of the notice.

24 July 2025 – Initial demolition notices served

As part of the ongoing regeneration of the Joyce and Snell’s Estate, the council has now served Initial Demolition Notices to secure council tenants on the estate. These notices were formally issued on 24 July 2025.

The purpose of these notices is to suspend any current or future Right to Buy applications for affected properties – in preparation for the planned redevelopment. While no demolition date has been confirmed, the Initial Demolition Notice remains valid for up to seven years.

A Final Demolition Notice will be issued once a demolition date is set, and demolition will then take place within two years of that notice.
All impacted tenants have been contacted directly and provided with further information.

15 July 2025 – Enabling works

We are pleased to announce that our contractor (Hill Partnerships), will be starting ‘enabling works’ on the estate. These first works include the demolition of 15 garages near Wadham House to create 15 new resident parking spaces. To avoid disruption to train services, this work will take place overnight between Sunday 3 August and Monday 11 August 2025. Temporary fencing and clear signage will be in place throughout to make sure the public are safe. Every effort will be made to keep noise to a minimum.

The enabling works will also include the creation of a brand-new, enhanced play area on the field next to St. John and St. James School. This will feature new equipment – landscaping, lighting, and drainage. Additionally, a temporary electrical substation will be installed at the northern end of Snell’s Park (near 1–24 Grove Street), to replace the existing one beside Boundary Hall. This temporary unit will remain in place until Phase 2 of the development is complete.

15 July 2025 – Compulsory purchase order

It is the council’s intention to acquire all leasehold and freehold interests on the estate by negotiation. So that the council can acquire all interests and demolish this block within required timescales, the council’s Cabinet will be requested in autumn 2025 to consider approval of proceeding with Compulsory Purchase powers.

Residents in Wadham House have been informed and will be kept up to date. Secure council tenants and resident leaseholders in Wadham House are still eligible for the first new homes on the estate.

Wadham House garages demolition works

What’s happening

15 garages next to Wadham House will be taken down. This will make space for 15 new parking bays and a new fence next to the railway line.

New children’s play area and new temporary electrical substation on Snell’s Park

What’s happening

The old play area behind Wadham House will be permanently closed. A new and improved play area will be built on the field next to the school.

A temporary electrical substation will be built at the north end of Snell’s Park, next to 1–24 Grove Street. This will replace the current one near Boundary Hall and stay in place until Phase 2 of the works is finished.

8 May 2025 - Enabling Works letter

The council is moving forward with the Joyce and Snell’s Estate Regeneration Scheme. This will bring high-quality new homes, a large new park, a library, and improvements to the High Road.

We’ve already consulted with you about the early development work, known as the Enabling Works. These will be carried out by our contractor, Hill Partnerships.
