The Warm Homes: Local Grant is a government initiative to improve energy efficiency and reduce fuel poverty in low-income households across England.
This is not the Warm Home Discount Scheme.
This scheme is part of the broader Warm Homes Plan, which seeks to upgrade 5 million homes within the next 5 years and support the transition to net zero emissions by 2050.
About the scheme
The scheme aims to achieve:
- energy efficiency: Upgrades may include insulation, solar panels, and air source heat pumps – tailored to individual homes to ensure the most appropriate measures are installed
- cost savings: Occupants on a low income will not contribute to the cost of upgrades
- environmental impact: The scheme aims to reduce carbon emissions and support the transition to net zero emissions by 2050
The scheme is open to low-income households (as defined by the scheme), with an Energy Performance Certificate of D or below.
Enfield Council is a member of the London Consortium led by the Greater London Authority (GLA), and London councils. Together with 30 other local authorities, Enfield Council will be actively supporting the GLA in the standardised and efficient delivery of the scheme to make sure of fair distribution of the measures across London. Boroughs will be subject to the consortium's governance framework.
The consortium aims to build up the supply chain and take a more strategic approach to retrofitting. Boroughs will need to comply with the grant terms set by the Department for Energy Security and Net Zero (DESNZ). Boroughs will also need to make sure their specific programs of activities meet these requirements.
The Warm Homes: Local Grant scheme is now live and entering its early mobilisation phase.
What’s new
Delivery phase underway
Following a successful Delivery Assurance Check, the programme has moved into the delivery phase. Installations are being rolled out in phases from June 2025, with delivery led by the GLA until March 2026.
Overwhelming interest
Enfield has received over 400 expressions of interest from residents. Due to high demand, not all eligible properties will receive upgrades.
