Enfield Council has applied to the Department for Transport to implement a lane rental scheme to reduce roadwork disruptions. You can view a map of our proposed lane rental network (PDF, 7703.64 KB).
The scheme aims to better control roadworks and street works in the most sensitive areas.
The goal is to limit the amount of disruption by encouraging work to be done at less busy times and to finish early. Enfield is committed to providing clean and green spaces, strong, healthy and safe communities, more and better homes, and an economy that works for everyone. Traffic congestion affects economic productivity, people’s health and the environment. This proposal supports the London Mayor’s pledge to expand lane rental across London.
Consultation
A consultation on the proposed scheme ran from 4 October to 15 November, 2024.
We received 7 responses:
- 4 from utility companies
- 1 from the Metropolitan Police
- 1 from Transport for London
- 1 from the Greater London Authority
Common points raised included:
- The charge-free period for immediate works
- The categorisation of footways and cycle tracks
- The use of Street Manager terminology
- The cost-benefit analysis
- Waivers and exemptions
- Waivers for collaborative works
- The application of revenues
- The categorisation of weekends and bank holidays
- The benefits of a consistent pan-London scheme
After considering all comments, we made the following changes:
- Waive charges for all collaborative works
- Remove standalone cycle tracks
- Remove footway designations
- Add Street Manager terminology to the scheme document
Having considered the other themes, points and comments raised, we believe that the scheme:
- provides enough opportunities to avoid charges
- encourages genuine emergency works to be completed quickly on the lane rental network
- offers clear guidance through the Waiver, Reduction and Exception Guidance document (to be published before the scheme starts)
The governance of scheme funds will follow regulations. A benefit of the pan-London approach to lane rental is the use of the established governance group, structure and processes implemented by Transport for London. This will help governance group members with their availability and ensure their experience is used in a fair and transparent process for managing and allocating scheme funds.
