Disabled person's Freedom Pass
A disabled person's Freedom Pass allows you free travel across London, and free bus journeys nationally. To apply, you must meet the following criteria:
- live in Enfield
- have any statutory disability as listed in the Transport Act 2000
If you meet the criteria and want to apply, you will need to provide:
- proof of identity
- proof of address
- National Insurance Number
- a passport-sized photo
- proof of any benefits you receive
All evidence can be emailed to ctravel@enfield.gov.uk. When contacting us, please quote your unique reference number displayed on your acknowledgment email.
A decision may take up to 12 weeks. It may take longer if your application needs to be sent to our expert assessors who are medically qualified. This additional length of time will depend on the evidence you provide and any further evidence we need to see.
We will contact you if we require further information to process your application.

London Councils have reported to the National Cyber Security Centre a fake website that will charge you for your Freedom Pass Application. There is no charge except for a Replacement Freedom Pass, so please do not use any other link apart from the links below.

Help to complete the application
If you're unable to complete the online application form, you can get help by visiting Enfield Town library or Edmonton Green library. You can also contact Customer Services on 020 8379 1000 to arrange for Concessionary Travel to phone you back within 48 hours to help with completing the form.
Disabled Person’s Freedom Pass renewal 2025
We may be contacting you if your current Disabled Person’s Freedom Pass expires on 31 March 2025. If you do not reapply or provide the requested evidence, we will assume you no longer require a Freedom pass from 1 April 2025.

Reporting a problem with your pass
If you have a Disabled Persons Freedom Pass or an Older Persons Freedom Pass, you must inform London Councils if your Pass:
- has been lost or stolen - this must be reported to the Police to get a crime reference number
- is faulty or has stopped working - you will be charged £14 to replace a faulty, lost or damaged pass
- if you change your name or address - this service is free

Older person's Freedom Pass
An older person's Freedom Pass provides free travel across London, free bus journeys nationally and is administered through London Councils. To be eligible you must be over 66. For more information and to apply, visit London Councils - Freedom Pass.

60+ London Oyster photocard
If you are over 60, but not yet eligible for an older person's Freedom Pass, you can apply for a 60+ London Oyster photocard. This is administered by Transport for London. For more information and to apply, visit TFL – photocard.
