Enfield sets out ambitious 10-year new homes plan to tackle housing crisis

An ambitious Housing Delivery and Placemaking Ten-Year Plan (2026–2036) underpinning our major bid for affordable and council housing funding has been agreed, setting out how Enfield Council will build more homes, strengthen neighbourhoods and tackle the housing crisis.

The plan, approved by Cabinet on 25 February, provides a clear roadmap for building 3,000 high-quality affordable homes, investing in existing council housing and creating well-connected communities across the borough over the next decade.

Enfield faces significant housing pressures, including rising homelessness, increasing temporary accommodation costs and high demand for genuinely affordable homes. The Council’s strategy responds to these challenges. The Ten-Year Plan brings together:

  • A programme to increase the supply of council affordable homes, homes for keyworkers and specialist housing
  • Investment in estate renewal and placemaking

Alongside the housing plans, the Council also has a focus on community spaces, transport links, more health and leisure centres, and green spaces, ensuring that residents are living in safe and well-connected neighbourhoods to create a strong sense of belonging.

This forms part of the Council’s wider capital and housing investment strategy. The housing plans are supported by robust financial planning and sustainable borrowing levels which will attract investment, secure grant funding and unlock the provision of homes including through partners.

Enfield Council will now be submitting a bid to the GLA’s new Social and Affordable Homes Programme. This bid will focus on social rent homes such as council homes that are most needed in Enfield. However, we will also be seeking to provide other intermediate homes for those who are priced out of market rent but not eligible for a social home, such as key workers and some specialist housing for people who need additional support. This funding could unlock £1.5bn investment in the borough, creating 9,000 jobs during the programme and £150m of social value.

We are committed not only to increasing supply, but to renewing and improving older estates, improving existing council homes and working closely with residents and development partners to secure the very best outcomes for our communities.

“By bidding for additional affordable housing funding and setting out a clear long-term pipeline, we are demonstrating that Enfield is ready to provide housing at scale and to play our part in tackling the housing crisis.”

The Cabinet report was approved on 25 February and is subject to call in.
