Compulsory Purchase Orders (CPOs) have been given the go-ahead in two key areas of the borough, following approval by Enfield Council’s Cabinet on Wednesday (10 September).
The CPOs relate to the Joyce Avenue and Snell’s Park Estate and the Cheshire and Shropshire Houses on the Shires Estate in Edmonton.
These actions will enable the Council to deliver high-quality new housing, reinvigorate local communities and ensure residents live in safe and thriving neighbourhoods.
The Joyce & Snell’s CPO will facilitate the phased regeneration of the estate, including demolition of ageing Wadham House and replacement with 270 new homes. This is an increase of 225 units over the existing provision.
Initially, 50 homes will be built to rehouse eligible residents, followed by demolition of Wadham House and construction of 220 further homes. Beyond this, a comprehensive regeneration is planned to deliver up to 2,028 new homes across ten phases, with a significant portion designated as affordable, alongside new community facilities, retail, workspace, improved green spaces and other amenities.
In parallel, the Cabinet has approved the CPO for Cheshire House and Shropshire House, two 17-storey tower blocks comprising 204 homes. Faced with an estimated £53 million bill for refurbishment, the Council has determined that redevelopment through new CPO powers provides better value, improved housing quality and more sustainable outcomes for residents.
Together, these CPOs underpin the Council’s housing strategy and reinforce its focus on providing decent, secure homes in neighbourhoods that foster pride. Both programmes will deliver tangible regeneration and unlock substantial affordable housing gains.

The Council will continue to negotiate with the last remaining residents in these blocks to obtain possession of the homes. Work will also continue to implement the Joyce and Snells regeneration project and to develop the detail of a development scheme at the Shires following resident consultation. - Ends
