Upper Salmons Brook, between Stagg Hill and Hadley Road, EN2 8AD

Announcement of intention not to prepare an environmental statement under Regulation 5 of the Environmental Impact Assessment (Land Drainage Improvement Works) Regulations 1999 (as amended).

Notice is hereby given that the London Borough of Enfield’s Blue and Green Infrastructure Team intends to carry out river restoration works along the upper Salmons Brook River as part of flood protection and habitat enhancement works in the catchment.

The proposal includes the restoration of 3.4km of the Salmons Brook River within rural Enfield (between Stagg Hill and Hadley Road). The works include floodplain regrading, installation and large woody debris and channel infilling to encourage the river to create a natural route and provide complexity within its floodplain. The works will help reduce the risk of flooding to properties downstream.

It is considered that the improvement works are not likely to have significant effects on the environment and does not intend to prepare an Environmental Statement in respect of them.

Pymmes Park Visitors Centre, Pymmes Park, London, N18 1SA

As part of the procedures necessary for the council’s decision to proceed with the proposal to grant a lease for Pymmes Park Visitors Centre, Pymmes Park, London, N18 1SA, a public notice is required to be published in a local newspaper giving details of the proposal, and to invite objections against the proposal to be submitted for consideration.

It is proposed that the lease be granted for a term of Seven (7) years.

Any person who objects to the proposed lease should set out their objection in writing (clearly stating the reasons for the objections), by email to section123notices@enfield.gov.uk, or by writing to:

Local Auditor recommendation

The council will consider a recommendation made by its Local Auditor under the Local Audit and Accountability Act 2014 at a council meeting being held at 7pm on 12 November 2025 in the Civic Centre, Enfield.

At the meeting, Members will consider whether to accept the 2 strands of the Local Auditor recommendation as set out below and what action to take, if any, in response to the recommendation:

  1. Agree and action options for debt reduction, and reductions to the annual cost of servicing debt. In assessing options for debt reduction, the council should be mindful that some of the debt relates to loans to subsidiary undertakings for investing in energy projects (£51.715 million) and private house purchases (£141.902 million), and loans to finance the Meridian Water project (£379.8 million capital financing requirement). Work is already ongoing to de-risk these projects and should be prioritised, so that debt repayments can be made and financing costs can be reduced.
  2. Progress those actions which have been identified to rebuild risk reserves to the council’s minimum threshold target of £43 million. The council should seek to prioritise recurring actions to maintain reserves at their minimum level without future recourse to exceptional financial support, and explore options for further rebuilding of risk reserves to move towards their target level of £83 million from the end of 2026/27. Recurring savings arrangements should be explored.

The meeting is open to members of the press and public.

Addendum

The council considered the recommendation set out above from its Local Auditor, Grant Thornton, at its meeting on 12 November 2025 and agreed to accept the recommendation. The Local Auditor has been notified of this decision.

Aylands Open Space changing room, Bullsmoor Lane, Enfield, EN3 6TJ

It is proposed that the lease be granted for a term of fifteen (15) years.

Durants Park Former Bowling Club and Green, EN3 5AJ (the Property)

As part of the procedures necessary for the council’s decision to proceed with the proposal to grant a lease for the former bowling club and green in Durants Park, EN3 5AJ, a public notice is required to be published in a local newspaper giving details of the proposal, and to invite objections against the proposal to be submitted for consideration.

It is proposed that the lease be granted for a term of fifteen (15) years and the building to be converted to a park cafe and toilets.

The public notice will be published in the ‘Enfield and Haringey Independent’ on Wednesday 10 September and Wednesday 17 September 2025.

Glyn Road car park proposal consultation

Consultation on proposed closure of land at Glyn Road for possible sale – 23 June 2025 to 23 July 2025.

Disposal of underperforming assets

The site is considered surplus to operational requirements and underperforming when judged against the principles set out in the core principles of the Council’s Strategic Asset Management Plan (SAMP) 2019-2024 s1.3.

Glyn Road Car Park

The site is an irregular shaped plot of land that has been used as a car park over the years. Access is from both Glyn Road and High Street, Ponders End.

Under this proposal

Enfield Council proposes to sell the site by an online auction sale and use the capital receipt elsewhere. Your responses to this consultation will be considered and the council’s response to the consultation will be in the form of a Decision Report to Senior Officers with recommendations which will be published in the council’s website for interested members of the public to see.

Following the outcome of this consultation, and if the council decides to go ahead with the proposed sale, the council will request owners of vehicles parked on the site to remove their vehicles prior to closure. Any vehicles remaining following closure of the site will subsequently be removed.

If the site is sold, the new owner may choose an alternative use for the site (subject to obtaining the necessary planning consents), or continue its use as a car park.
