The council is working to deliver the Joyce and Snell’s Estate Regeneration Scheme. The scheme will provide high quality new homes, new community facilities such as a large new park and library as well as improve the High Road.
We previously consulted with you regarding the initial development works on the estate in support of the wider regeneration scheme, referred to as the Enabling Works. These works will be carried out by our appointed contractor, Hill Partnerships.
The information below is intended to provide you with an update on the anticipated start date and key details you should be aware of.

Wadham House garages demolition works
What work is happening?
15 garages will be demolished next to Wadham House to create 15 additional car parking bays and a new fence will be put up next to the railway line.
When will works start?
Works are expected to commence week beginning 19 May 2025.
What should I know?
- We have spoken to Network Rail and are expecting the works to take place on 30th June 2025. We will confirm this to residents nearer the time.
- To allow the contractor to safely set up a site compound and operate essential machinery, the car parking area opposite the garages must be fully vacated and closed in advance of the planned works.
- Any vehicles left in the area after this time will be removed, and the costs may be passed on to the vehicle owner.
- The parking area will be reopened once it is safe to do so. If there are any changes to the planned reopening, we will update residents accordingly.
- We are working in collaboration with Network Rail, to avoid disruption to train services
- The contractor will make every effort to minimise noise during these hours
- Clear signange and temporary fencing will be in place to ensure safety and provide notice to residents
New children’s play area and new temporary electrical substation on Snell’s Park
What work is happening?
- The old play area behind Wadham House will be permanently closed and a new, enhanced play area constructed on the field next to the school
- A temporary substation will be constructed at the northern end of Snell’s Park adjacent to 1-24 Grove Street. This will replace the existing substation that is next to Boundary Hall and will remain in place for a few years until the Phase 2 works are completed.
When will works start?

What should I know?
Hill’s typical working hours are Monday to Friday from 8am to 6pm, and if required, Saturday from 8am to 1pm
We understand that these works may cause some inconvenience, but please be assured that we will do our best to minimise any disruption.
Construction sites can be dangerous places, so we kindly ask for your cooperation in keeping everyone outside the site at all times, particularly children.
