Consultation on Parking and Permit Charges
We are currently considering a number of changes to parking charges in Enfield and would welcome your views on our proposals. While not perfect for everyone, we feel that our proposals are fair, flexible and good for the environment.
Unfortunately, we will not be able to respond individually to your comments. However, each response will be considered and reported to the Cabinet Member for Environment, Street Scene and Parks before any final decision is made.
The consultation will run until Friday 3rd September 2010.

Our proposals for on and off street parking charges
Parking controls and charges are an important tool that, amongst other things, helps us manage traffic flow, encourage sustainability and ensure a regular turnover of spaces in shopping areas. Any surplus generated from parking charges must by law only be used to support transport schemes. In 2009/10 a surplus in the parking account of £853k contributed to the £8.2m cost of providing concessionary travel for the over 60s and disabled people. Any future surplus generated by parking changes will also be used to offset the increasing cost of concessionary travel.
On-street parking charges
Enfield has not increased on and off street parking charges for over three years. Current charges are significantly lower than similar London boroughs and close to 30% below the north London average.  The proposed charges will reflect the charges of other boroughs. They also take into account the proposal that they will then not be increased for at least 2 years. Any rise after the two year standstill period will be linked to inflation.

Car Park charges
Over the past three years our car parks have operated at a loss of £371k. In the current environment, the Council cannot afford to subsidise car parks.  We are proposing the following charges to ensure our car parks are cost neutral and support a good turnover of shoppers to benefit local traders.

Future charges
We are proposing that future increases in parking charges are set no more frequently than once every two years and that any future increases are capped to inflation, taking into account the nearest appropriate coin value.

Charges for Parking Permits and Season tickets
Residents parking permits
We currently charge a flat rate fee for residents parking permits: £30 for one hour Controlled Parking Zones (CPZs) and £70 for all day CPZs. We are proposing to amend this so that permit charges are based on engine size or CO2 emissions or a combination of both to encourage residents to purchase low emission vehicles.  Although more complex to calculate, this method of charging will allow us to reward those residents who own cars which generate less CO2.  These changes would come into effect from April 2011.

Season tickets and business permits
We are proposing that from April 2011 the charges for off-street car park season tickets and business permits are based on engine size/CO2 emissions as part of our commitment to encouraging the use of less polluting vehicles.

Increasing number of residents parking permits in CPZs
Unlike many other local authorities, we do not currently allow the purchase of more than one residents’ parking permit per person. This does not reflect car ownership patterns across the Borough and disadvantages those residents who live within CPZs, compared to residents who do not. However, we do not want to encourage multiple car ownership and therefore propose to charge more for additional permits.

Reducing costs of parking permits for residents aged over 65
We currently charge the same fee for permits regardless of a residents age. However, we are proposing to offer all Enfield residents over the age of 65 a discount on the cost of permits.

Commuter permits
A review of the Council’s Parking Enforcement Plan (PEP) was completed in 2009. This highlighted that there were a limited number of roads which had underutilised bays following the introduction of some CPZs. We believe that there is an opportunity to offer Enfield residents a commuter parking permit to make use of this available kerb-side space.  The cost of these permits has yet to be agreed but we propose that they should be related to CO2 emissions.

Trade Permits
During the review of the Parking Enforcement Plan traders asked if we would consider introducing Trade Permits to allow them to park their vehicles within a CPZ whilst undertaking work for residents. As many traders will be working at a resident’s property at a time when there is often parking spaces available on-street, we believe that this could help both residents and local businesses.

School Permits
We recognise the difficulties that some parents have when dropping children off at schools that are situated in CPZs. This sometimes leads to parents driving up to the school gates rather than parking more responsibly further away. A few boroughs issue parent parking permits to allow parents to purchase a 15 minute permit for parking in residents’ bays close to schools.

Such a scheme would be limited in Enfield as there are few available residents’ bays located close to schools. We are also committed to encouraging children to walk and cycle to school and do not want to encourage parents to drive to school.

However, where it is possible to introduce the scheme, it may help reduce parking congestion around school entrances and therefore improve safety.

Free permits for Blue Badge Holders
In recent years there has been an increase in the theft of blue badges from vehicles, which provide dispensation from certain parking controls for disabled people. Currently blue badge holders can park in residents’ bays free of charge providing they display their blue badge. We are therefore proposing that blue badge holders living in CPZs be given a free resident’s permit to display instead of having to display a blue badge as we hope that this will reduce this risk of theft.
