Eligibility Criteria

The Department of Health has produced eligibility criteria, known as Fair Access to Care Services (FACS), that Councils must use to assess people’s care needs and any associated risks to their independence. This helps to make sure that services are provided fairly and to those most in need.

When we carry out a needs assessment, we look at four main aspects (known as domains) of a person’s health and well-being.

• Autonomy and independence
• Health and safety
• Personal care and daily routines
• Family and wider community Life.

The criteria within each domain falls across four different ‘bands’:

• Critical
• Substantial
• Moderate
• Low

In Enfield, we provide services to meet needs that are assessed as Critical or Substantial. We may occasionally provide services to meet Moderate needs, but only where those needs would become Substantial within six months if services were not provided. We do not provide services to meet needs that are assessed as Low.
