Enfield Council to rule on £1.5 billion development

Enfield Council will decide at its meeting on Wednesday (22 October) whether to forge ahead with the first phase of the £1.5 billion eco-development Meridian Water which will provide thousands of homes and jobs when completed.

The local authority’s cabinet will decide whether or not to agree the route of the development’s central causeway and give senior officers within the council the powers to drive forward the development of the scheme - one of the largest green developments in the United Kingdom.
 
Once completed Meridian Water will create up to 8,420 new homes, 3,000 new jobs, better public transport links and infrastructure including schools, shops and a police station. The central Causeway “Meridian Boulevard” is a high quality tree lined corridor which would act as the gateway into the heart of Meridian Water and will be demonstrate the council has moved from planning the project to delivery on the ground.
 
Provision of the causeway would open up land for development and help to bring forward the construction of 2,700 new home.
 
Enfield Council’s Cabinet Member for Housing and Estate Renewal, Cllr Ahmet Oykener, said: “Meridian Water is ready for take-off and if we decide to proceed on Wednesday we will be forging ahead with a truly landmark scheme that will transform north London and create a vibrant waterside community in a unrivalled setting.”
 
Meridian Water is the largest regeneration scheme in Enfield, the Masterplan for the project was agreed in 2013 to provide planning and urban design guidance for the project. The masterplan also identified the principles the design that Meridian Boulevard - the causeway should follow.
 
It should be:
• It should be 26 metres wide and flanked with five or six storey buildings to provide a spacious, attractive boulevard
• Ground floor frontages should be used for commercial and employment purposes to encourage activity, vibrancy and security
• Space should be designated for two way designated bus lanes alongside two way vehicular traffic to enable high frequency public transport services
• Secure and spacious pedestrian and cycleway provision should be separated from the road by tree planting
• It should act as a “vibrant” connection between the area’s diverse residential neighbourhoods
• It should act as a mainline for utilities such as high speed broadband, waste disposal and district heating
 
If agreed, Meridian Boulevard will form the backbone of Meridian Water, becoming the core element of the scheme around which new neighbourhoods have been planned and will be built. It will unlock large scale housing developments which will create 2,700 new homes in the first phase of Meridian Water.
 
The construction of Meridian Boulevard would transform the area Glover Drive and the area to the Lee Navigation, create a tree lined city street, with segregated routes for cyclists and pedestrians, new pedestrian crossings and new lighting. If agreed it is hoped that construction work will start in April next year.
