Duo fined for selling dangerous face cream

A pair of businessmen who sold skin lightening cream containing a banned substance have been ordered to pay out almost £15,000 in costs and fines after they were prosecuted by Enfield Council.

Sharafat Hussain, of Fairfield Road, Ilford, and Banaras Hussain, of West Green Road, Tottenham, admitted selling the skin lightening cream, which contained hydroquinone, and pleaded guilty to a total of 11 charges between them of not complying with the Cosmetic Products Safety Regulations at Tottenham Magistrates’ Court on Thursday 4 September.
 
Sharafat was ordered to pay fines totalling £3,000 fine, costs totalling £2,500 and a £120 victim surcharge after admitting four offences while Banaras was ordered to pay fines totalling £5,600, costs totalling £3,500 and a £120 victim surcharge after admitting seven offences.
 
The pair were caught after Enfield Council’s Trading Standards Officers completed test purchases at Shaba Hair and Cosmetics, South Mall Edmonton Green and Fore Street, Edmonton.
Simultaneous raids were carried out at both premises and the products sent for testing.
Enfield Council’s Cabinet Member for Environment and Community Safety, Cllr Chris Bond, said: “We will not tolerate businesses that put profits before the safety of our residents and Enfield Council will take quick and effective action against anyone who endangers the public by selling what are, frankly dangerous products.
 
“This sentence sends out a very strong message, and I sincerely hope it deters others from selling these products.”
 
Studies show that hydroquinone can cause disfigurements resulting in blue-black pigments to be deposited on the skin. Using the chemical above a certain concentration in skin lightening products is banned in a number of countries, including the United States and across the European Union.
