Supporting the Third Sector consultation

What is the 'Third Sector'?

'Third sector organisations’ is a term used to describe the range of organisations that are neither public sector nor private sector. It includes voluntary and community organisations (both registered charities and other organisations such as associations, self-help groups and community groups), social enterprises, mutuals and co-operatives.”  (National Audit Office)

Context

We recognise the huge benefits our diverse and vibrant Third Sector brings to the borough. Since 2010 we have sought to enhance our work with the sector to provide opportunities to add value to the delivery of our services and sponsor the practical support that many organisations have required to maximise their impact.

Ongoing austerity means our ability to provide grant funding opportunities is now severely limited and we need to increase our efforts as facilitator and champion to help assure the future position of the sector in Enfield.

This consultation provides an opportunity to evolve our offer with vital input from our community organisations and the communities they serve. We hope that by engaging in this process we can create a new strategy that will build further capacity and resilience in our Third Sector Organisations and to help them attain a position where they can thrive in the future.

Details of the consultation

Following initial discussions within the Council and with our key strategic partners from the Third Sector, we have developed a set of proposals setting out how we would like to support and work with the Third Sector. These proposals focus on four areas:

  1. Supporting the sector to increase its independence and sustainability (for example, proposals on improving the bidding capacity of local Third sector organisations in Enfield)
  2. Identifying wider opportunities to ‘champion’ our Third Sector. For example, working with across the organisation to champion our local Third Sector organisations in all appropriate contexts
  3. Increasing volunteering capacity in the borough (for example, developing a volunteering policy and action plan that will increase the number of sustainable volunteering opportunities)
  4. Clarity on how we sponsor ring-fenced work with the Third Sector (for example, we will continue to employ a transparent competitive grants approach to any ring-fenced funding opportunities that may become available)

Ultimately, our approach to working with and supporting the Third Sector, will be reflected in a Third Sector strategy. We will aim to publish the strategy in 2018.
