Cooling tower notifications
The law requires premises that have wet cooling towers and evaporative condensers to register where they are situated.
They have to register with the council, regardless of who the enforcing authority is (council or Health and Safety Executive) for the premises.
Registration helps with investigations of Legionnaires' disease outbreaks.
Who needs to register
Cooling towers and evaporative condensers are often found in large factories and office blocks that have older 'wet'-style air-conditioning units that use a water evaporative cooling system.
If these units are not maintained properly, there is a risk of spreading Legionnaires' disease. Thus, they must be registered.
Many modern air-conditioning systems contain water that is not exposed to the air and are known as 'dry'. These pose an insignificant risk and do not need registration.
What you need to do
If you are a person responsible for, or from a business using, a water-cooled system, you must:
- Carry out a thorough risk assessment.
- Prepare a Management control plan, if there is a foreseeable risk, identifying a 'responsible person' and setting out all necessary procedures, including maintenance. This is to ensure that the system is not a risk to public health.
- Notify us if the cooling tower becomes redundant or is decommissioned.

Do I need a Licence? |
If you control non-domestic premises you must ensure that you notify the local authority of any cooling tower or evaporative condenser (notifiable devices) on the premises. Notification must be in writing (including by electronic means) on a form approved by the Health & Safety Executive. You must notify the local authority of any changes to the notification information within one month of the change, in writing. If the device ceases to be a notifiable device you must notify the local authority in writing as soon as possible. |

What happens to my application when it is submitted? |
The Council will put the information on the Cooling Tower Register. |

The cooling towers are registered with the Council, there is no application involved. |

Will my licence be deemed granted if I do not hear from the licensing authority in the specified time period? |
The cooling tower needs registering, there is no licence issued. |
