Street parties Guidance

2012 will be an historic year with a long weekend of celebrations to mark the Queen’s Diamond Jubilee in early June, including The Big Jubilee Lunch on Sunday 3rd June, quickly followed by the Olympics and Paralympics.

Road Closure For Street Parties and Fetes:

Organising a road closure for small private street parties and fetes is normally very simple.
The main difference between a small street party and fetes and larger public events are listed below:-

 Street Parties and Fetes
Large Parties Events
 For residents/neighnours only
 Anyone can attend
 Normally in quiet residential road
 Larger area, green or park
 Self organised
 Professional organisers
 Publicity only to residents
 Exyternal publicity(such as in newspapers
 Insurance recommended
 Insurance needed
No licences normally necessary if music incidental and no selling is involved
 Licence usually needed
 No formal risk assessment needed
 Risk assessment common

For a Street Party Road Closure:

  • The street should ideally be a cul-de-sac/quiet residenial road and must not be closed for more than 10 Hours (10.00am to 8:00pm)
  • Street parties will not be approved if they are on busy traffic routes or key routes used by the emergency services. In addition, road works on, or in close proximity of the street where the event is taking place, may make a road closure impossible.
  • Permission should be sought from the Council with as much notice as possible and should be at least one month in advance of the proposed event.
  • Please note that the absolute deadline for submission of applications for the Queen's Diamond Jubilee of Big Lunch is Friday 4th May 2012.
  • You should not start organising the street party before approval has been given for the closure.
  • The Council recommended the event organisers obtain public liability insurance.

Costs :

In most cases there will be no charge for a straight forward street party road closure in a minor residential road.  However, on roads where a signed diversion route is necessary a charge may apply.

Licensing:

You will need a Temporary Event Notice which is a type of temporary licence and costs £21 if you want to:-

  • Have a pay bar or intend to provide entertainment to the wider public, or,
  • Charge money for your event.
For further details or advice about licensing, please contact the Licensing Team on 020 8379 3578 or by e-mail, at Licensing@enfield.gov.uk

Organisers will be responsible for:

  • Consultations with other residents or businesses in the street and demonstrating majority support for the event and that there are no substantive objections.
  • The placing of relevant road closure signs provided by the Council, at the road closure points.
  • Erecting a Site Notice.
  • Returning the road to a clean and tidy condition.
  • Arranging public liabilty insurance for the event, which the council strongly recommends.
Zurich Municipal, one of the council's insurers, can be contacted as follows:
Zurich Municipal Community and Social Organisations (C&SO) team Tel: 08456023895
Howver many other insurance companies also offer such insurance.
