Article 4 Directions
To strengthen control in respect of any particularly important features in a conservation area that might otherwise be lost or degraded by unsympathetic permitted development, the Council can make a Direction to withdraw permitted development rights for specified works. This means that a planning application would first be required before a property owner could undertake those works.
The earliest confirmed Article 4 directions related to the Gentlemans Row/Chase Side and Church Street area of the Enfield Town Conservation Area, and to the major part of Government Row in the Enfield Lock Conservation Area.

In addition, on the 26th January 2006 Article 4 (2) Directions were made covering parts of the following conservation areas:
- Bush Hill Park Conservation Area.
- Clay Hill Conservation Area.
- Enfield Lock Conservation Area.
- Enfield Town Conservation Area.
- Forty Hill Conservation Area.
- Hadley Wood Conservation Area.
- Southgate Green Conservation Area.
- Trent Park Conservation Area.
- Turkey Street Conservation Area.
- Vicars Moor Lane Conservation Area.
- Winchmore Hill Conservation Area.
On the 12th November 2008 Article 4 (2) Directions were made covering most of the following conservation areas:
1. Grange Park Conservation Area.2. Meadway Conservation Area.
3. The Crescent Conservation Area.
This 2008 Article 4 Direction was confirmed.
Most recently, on the 23 September 2009 Article 4 (2) Directions were made covering the new:
1. Abbotshall Avenue Conservation Area
and to cover households included in the expansion of
2. Clay Hill Conservation Area.
3. Forty Hill Conservation Area.
4. Enfield Lock Conservation Area.
5. Southgate Green Conservation Area.
The 2009 Article 4 (2) Directions were confirmed on the 30th November 2009.
