Loading and unloading

Loading-and-unloading
A Penalty Charge Notice (PCN or parking ticket) is only issued when there has been no loading or unloading activity from the vehicle for five minutes.

If loading/ unloading is carried out and it is done
on a yellow line:
A vehicle can stop to load/ unload for 40 minutes where there are no loading restrictions in force.

in a loading bay:
Loading/ unloading can be carried out for a maximum of 20 minutes when restrictions are in force.

Vehicles are not permitted to load/unload without a time restriction.

Loading/unloading must be continuous and within a reasonable distance to the relevant property, or the vehicle will be liable to receive a PCN.

If there are 'no loading' restrictions in place, vehicles seen to be loading/ unloading will be liable to receive a PCN.

If loading/ unloading is done outside of the hours of enforcement, it may be carried out without time restriction.

For more information, refer to Loading and Unloading by the Association of London Government.
