Local Safeguarding Children Board
The Children Act 2004 placed a statutory duty on local authorities to establish a Local Safeguarding Children Board (LSCB) by April 2006; thus we established Enfield Safeguarding Children Board (ESCB) in 2006.
ESCB brings together local agencies, including health, council and the police, that promote the well-being and ensure the safety of children in Enfield.
ESCB agrees how different services and professional groups should co-operate to safeguard children and for making sure that arrangements work effectively for children.
ESCB's work is part of the Children Trust arrangements that aim to improve the overall well-being of all children. Its particular focus is on the outcome of 'staying safe'.
ESCB has a responsibility to undertake serious case reviews when:

A child died or was seriously harmed, and abuse or neglect is known or suspected to be a factor; or
-
There is cause for concern about how the council, their Board partners or other relevant personnel had worked together to safeguard the child
Recommendations from Serious Case Reviews and the respective action plans are reviewed by the Quality Assurance and Serious Case Review sub-committee to ensure implementation.
