Action Plan for Promoting Sustainable Buildings in Enfield
Introduction
As part of Enfield Council's lively sustainability agenda, the Council has an innovative project to promote sustainable buildings in the Borough.
This emphasis on buildings is not surprising. The ways buildings are designed and constructed have a direct and indirect impact on natural resources, the quality of our lives and our immediate and wider natural environment
Buildings that integrate principles of sustainability create better and healthier living and working environments. Buildings with good insulation and energy efficiency measures are also cheaper in the long run, and will also help reduce the number of households which are classified as fuel-poor.
Enfield's Action Plan for Sustainable Buildings
We believe that local authorities wanting to promote sustainable buildings need to adopt a multi-faceted approach to support their planning functions. Combining capacity building and awareness raising with more traditional spatial planning approach is seen as the key to achieve our long-term aims. Enfield Council's action plan for promoting sustainable buildings has five key points

Key Council Documents for Sustainable Buildings
Planning Policy on Sustainable Development
The Council considers that design and construction will be key processes in achieving more sustainable forms of development and improving the quality of life in the Borough. Consistent with national planning policy guidance and the draft London Spatial Development Strategy, the Council has now developed a policy which requires planning applications to demonstrate a good quality of design that embraces the principles of sustainable development.

The Guidelines for Building Professionals
The London Borough of Enfield was one of the first local authorities to produce a comprehensive set of guidelines for developers and building professionals on how to incorporate sustainability principles into design and construction. "The Sustainable Design and Construction Guidelines" has been quoted as good practice in Central Government's Sustainable Construction Strategy document.
The guide is aimed at developers and building professionals. Its format is based on development stages, and it covers all the main aspects of sustainable design and construction from pre-inception to feasibility to detailed design stage as a set of questions. These include location, accessibility, energy use and efficiency, water conservation, crime and safety, pollution, waste minimisation, construction materials, landscaping and ecology. Guidelines for Householders
The London Borough of Enfield also developed a householder's guide, entitled "Greening Your Home". It was probably the first of its kind produced by a local authority and is targeted at householders who are thinking about building extensions or converting lofts or are simply undertaking renovation and DIY projects.
Although the guide has been produced for users in Enfield, the text is made available electronically to all London Boroughs to use and adapt as they wish.
The guide explains how householders can make "green and environmentally sound" choices for energy use and efficiency in buildings, water conservation, waste minimisation, construction materials and landscaping. It also includes useful information about services provided by various Council departments, which relate to home improvements. These include planning and building control applications, listed buildings, waste recycling and grants available to private homeowners for improving their homes including energy efficiency.
