The Planning Policy Team usually carry out 6 weeks consultation on each document where the document is available to view and comment. Consultation on Enfield’s Strategic Growth Areas report and North East Enfield Area Action Plan Preferred Options report has closed. The Planning and Compulsory Purchase Act came into effect in September 2004, introducing new arrangements for development planning. It requires the Council to replace its existing Unitary Development Plan (UDP) with a new style of plan called a Local Development Framework (LDF).

Our LDF is made up of a number of documents. Click on the links below to find out more.

The Enfield Plan will not be a single document but a folder of Local Development Documents (LDDs) including:

Supplementary Planning Documents:
SPDs replace Supplementary Planning Guidance (SPGs) under the planning system introduced by the Planning and Compulsory Planning Act (2004).

The Council will prepare a number of SPDs which will expand on the Council’s adopted policies themselves. They will give guidance to the public, applicants and developers when making planning applications. In some cases they may set out how policies apply to a particular site. The Council will prepare SPDs on the following:

• Enfield Design Guide Supplementary Planning document
• Development Standards Supplementary Planning document

Sustainability Appraisal of the LDF
The Council is required to undertake a Strategic Environmental Assessment (SEA) of the emerging LDF documents. A SEA identifies and measures the environmental impacts of a plan or programme. The Council is also required to carry out a sustainability appraisal (SA) of LDDs. A sustainability appraisal is a process that identifies and measures the economic, social and environmental impacts of a proposal. For Enfield these two requirements will be met under a single process known as the Sustainability Appraisal of the LDF.
Why are the SA and SEA important?
The SA and SEA processes provide information on the potential implications and impact of LDF policies from environmental, social and economic perspectives. They will help to ensure that the LDF is soundly based by ensuring that all policies and proposals reflect sustainability principles.

Our LDF has a strong emphasis on engaging the community throughout the whole planning policy development process, not just when draft policies have been developed. The Statement of Community Involvement (SCI) sets out how and when the local community and key stakeholders will be involved in the preparation of the LDF documents.
