Core Strategy

The Core Strategy sets out the Council’s spatial vision, strategic objectives and spatial strategy in conformity with the London Plan on how the borough should develop over the next fifteen years along with core policies and information on monitoring and implementation.

A series of interrelated consultation exercises and publications have looked at what Enfield’s spatial development priorities should be and the potential impact of these in different areas of the borough. The Strategic Growth Areas Report pulls together and summarises our work so far and seeks your views on our preferred way forward. The report has been published for consultation until Friday 8th May 2009. We want to ensure we have a clear and shared understanding of Enfield’s priorities for the future and the steps necessary to help achieve them.

Last year we asked your views on the Council’s preferred options for the Core Strategy and the emerging Area Action Plans. As part of this we considered a number of strategic options for the future development of the borough. Our preferred approach is that planning for growth and regeneration in the borough should be focussed in four specific areas:

• Meridian Water within Central Leeside
• Ponders End within North East Enfield
• the area around the Enfield Town Rail station
• New Southgate within the North Circular Road

These areas are considered to be priorities for the borough due to the opportunities they offer for change to improve the quality of life for Enfield’s residents. There have been strong support for these priorities and work is underway on the preparation of more detailed masterplans for these areas.

The Council seeks to ensure that community involvement in planning is inclusive. To help us monitor which groups in the community are participating, please click here to download a questionnaire. The information you provide is confidential. When we receive the completed form, we will separate it from any other information that could link it to you.

Consultation on the Council’s Strategic Growth Areas report commenced on Friday 27th March 2009 and will run for a six week period until Friday 8th May 2009.

Latest news

Extensive consultation on the Core Strategy has taken place. We have considered representations submitted, carried out a sustainability appraisal (SA) on all options and are now working on the Core Strategy Submission document, which is expected to be out for public consultation in Autumn 2009. The plan will be examined by an Independent Planning Inspector with a public hearing session around Autumn 2009. The Inspector’s report is anticipated thereafter, will be binding on the Council. The Core Strategy is then scheduled for adoption in 2010.

Preferred Options

In February 2008, the Council published a Preferred Options consultation report for the Core Strategy. Consultation on this document closed on 26th March 2008.

Issues and Options

Consultation on the preferred options followed the publication of an Issues and Options report in 2007, which set out the key issues facing the borough and alternative options to address these issues.

Evidence Base

In order to draw up the spatial vision and policies to realise the vision, it has been necessary to have a detailed understanding of the issues facing the borough. The information to inform this analysis is known as the Evidence Base and is subject to a continuing process of revisions and updating.
