The Trading Standards and Licensing Service licences and registers businesses that store and /or supply fireworks within the borough. The service also examines the suitability of storage facilities at these businesses, and attempts test purchases using volunteers under the minimum age limit for the sale of fireworks of 18 years. Enfield Council’s Trading Standards and Licensing Service is responsible for issuing Local authority licences and registrations to store fireworks under the requirements of the Manufacture and Storage of Explosives Regulations 2005. The Service also issues licences to supply fireworks outside of specified periods, known as ‘all year round licences’ in accordance with the Fireworks Regulations 2004, and enforces the restrictions on the supply of fireworks given in the Fireworks (Safety) Regulations 1997, as amended by the Fireworks (Safety) (Amendment) Regulations 2004. Any person wishing to store in excess of 5 kg of explosive material, with certain exceptions, should apply to the Trading Standards Service for an annual registration or licence. Those businesses that already hold licences or registrations will automatically receive a renewal application form by the end of August each year. Businesses that wish to register for the first time should apply to the address above. An application form will be available to download from the Council’s website. New applications will be subject to a pre-registration inspection to ensure that they have adequate facilities to store explosives safely. In addition all businesses will be subject to an inspection when they have fireworks in store. Businesses that are registered or licensed in this way are also permitted to supply fireworks from the 15th of October to the 10th of November, and for a few days around New Year, Chinese New Year or Diwali. Any businesses that wish to supply fireworks to the public outside of these periods should apply to the Service for an additional licence. The Fireworks (Safety) Regulations restrict the supply of fireworks to people over the age of 18. The Service undertake test purchasing exercise utilising under-age volunteers to enforce this requirement.
