Enfield Arts Support Service (EASS)

The EASS Assisted Instrument Purchase Scheme is an arrangement in compliance with current VAT legislation and HM Customs & Excise guidance which allows the purchase of musical instruments to pupils receiving instrumental tuition through the EASS scheme without paying the current 17.5% VAT costs.

Application forms for the Assisted Instrument Purchase Scheme (AIPS) are available from the EASS office.

The following conditions apply:
The pupil must be receiving regular tuition from EASS
The pupil must attend a London Borough of Enfield LA School
The instrument must be taken to school at least once a week and used as part of the school curriculum
The instrument must be portable
The instrument may be new or second-hand and must be collected from the EASS office in person by the purchaser
The instrument should be appropriate to the proficiency and ability of the pupil

How does the scheme operate?
Parents/carers should discuss with their child and their child’s EASS instrumental tutor the needs and general type of instrument required
The EASS AIPS application form must be taken when visiting retailers
A price should be agreed between purchaser and the chosen retailer (inclusive of VAT)
Both retailer and parent/carer should complete their sections of the application form
Parents/carers should send the completed application form with payment for the NET VALUE of the instrument to the EASS office
Once payment has been cleared, EASS will then order the instrument from the chosen retailer and contact Parent/Carer when the instrument is ready for collection

Required Customer Information
Parents/carers and retailers are required to provide all relevant information through completion of the EASS AIPS application form.

Service Level Agreement and Turnaround
EASS will endeavour to supply the instrument as soon as possible. If paying by cheque, EASS is required to wait for cheque clearance before placing the order and this may take 3-4 weeks.

If an instrument is required before the end of a particular term, application must be made to EASS at least 4 weeks before the end of that term.
