Licences - skip operators

Skip Permits

Builders’ skips require a permit if they are to be placed on the highway. This is a requirement of the Highways Act 1980. The London Borough of Enfield has the right to specify conditions relating to the position of skips on the highway.

Skip Permits are issued to registered Skip Companies only.

Registering Your Skip Company with the London borough of Enfield

In order to be granted a skip permit, a Skip Company must be registered with the London borough of Enfield. A company can do this by completing a registration form obtained from Highway Services. Once checks have been completed and the company is registered, they will be allocated a unique reference/ID number. This number must be quoted when applying for permits.

Registered skip companies are issued permits on a credit basis and invoiced monthly in arrears for all skip permits issued in that month. Failure to make payment of an invoice may result in refusal of future permits and the suspension of future credit.

Applying for a Skip Permit

The registered skip company phones the skip desk and makes the request for a permit on behalf of the hirer. The Local Authority will assess whether it is reasonable to place the skip on the highway. It may be necessary, in some cases, for a site inspection to be made. In most case permission is granted immediately over the phone. All details are recorded and a permit number is provided to the Skip Company. Once the permit is granted, it is valid from the next working day for a period of upto 30 days. This Authority upholds the right to refuse a skip permit if necessary.

In order to minimise damage to the public highway, skips are not permitted to cross the footpath without prior consent from the Highway Inspectors in the Borough of Enfield. Contact Highway Services for a site inspection and consultation. A deposit will be taken against damage to the highway.
