The local authority is under a duty to gain access to properties to undertake surveys for number of reasons such as major repairs and to carry out specialist surveys.
From time to time officers will seek access to survey your home. Examples are:
Periodic stock condition surveys.
Pre-works assessments, to validate database information, to assist in the specification of proposed major works and to aid the process of consultation and determination of options available to residents in respect of the proposed works.
Energy assessments and measured surveys.
Asbestos monitoring.
Assessment of repairs relating to adjoining properties.
The information gathered from these surveys is vital to enable the accurate specification of major works projects.
Surveys will be undertaken by the Council or by agents acting on its behalf. Residents whose homes will be affected by the proposed survey will receive a letter from the Council to advise of the proposed inspection.
All officers requesting access to your home will be able to prove their identity through the production of an identification card. If residents are in any doubt they may check details with the Council – details of contacts will be provided in the introductory letter.
The introductory letter will confirm if you need to book an appointment for a survey and whom you should contact and how to contact them, or who you may expect to contact you.
Eligibility
Generally the residents who will be asked to give access for surveys will be Council tenants. However in some instances leaseholders will be asked to give access, for example to enable assessments to be made of the structure, or to facilitate other inspections, for example surveys in connection with the monitoring of the condition of asbestos containing materials.

Your name
Your address
A contact telephone number
You may also be asked to confirm the following:
If you are a tenant or leaseholder
A reference number – this will be on the introductory letter

Service Level Agreement and Turnaround
Usually residents will be written to ten days in advance of any surveys being proposed. However there may be times when access is required as a matter of urgency.
Timescales and scope of the survey will be confirmed in the introductory letter.
