Process of developing, implementing and monitoring financial plans, including reviews. Preparing budgets and managing cash flow and reserves Arrangement of public meetings or other means by which citizens can be consulted on budget plans for the forthcoming year. Previous consultations may be published or available for view on request. Financial Planning is responsible for the overall construction of the Council’s budget enabling the Council Tax to be set each February. This process involves identification and detailed analytical work on future year pressures, identification of savings and efficiencies, analysis of external support and grant funding and central preparation of departmental cash limits. This will include a full consultation process with the public and relevant stakeholders on all proposals included in the budget. Financial Planning also undertake service reviews aimed at demonstrating value for money and applying best practice to all services. These reviews will feed into the overall performance assessment process for the Council. The Council’s cashflow is carefully monitored and detailed cashflow projections are made to ensure that the Council has sufficient cash to pay all the day to day outgoings. All surplus cash is invested with financial institutions which meet our credit worthiness criteria. Eligibility
