How to appeal about the band of your property to the VOA
Banding Appeals
In certain circumstances you may challenge the Council Tax valuation band on your property by making a ‘proposal’ to alter the Council Tax Valuation list.
You must still pay your Council Tax while you are appealing. If your appeal is successful, we will give you a refund if you have paid too much Council Tax.
You can only appeal for the following reasons
• You have to pay Council Tax for the property for the first time. (You must appeal within six months of becoming responsible for Council Tax)
• You think the band should be reduced because of building work carried out on the property
• Your home has been adapted for someone with a disability
• Your property is not shown on the valuation list
• Part of/all of your property has been demolished
• You think the state of the local area has got worse and reduced the value of your property
• You have started or stopped using your home for business purposes, or you are using more or less of it for business
• The Listing Officer has changed the valuation without your agreement
• If your property has been converted into flats

All Council Tax valuations are based on the price a property would have sold for on 1 April 1991 if it was in a reasonable state of repair and there was nobody living in it. Any rise or fall in a property's value, which is caused by general changes in the housing market, since 1 April 1991 will not affect the band your property is in.
