Consultation on Local Planning Application Requirements
Comments required by 10th August 2007
In July 2006 the Government undertook consultation on new rules relating to the Validation of Planning Applications. The proposals included establishing a core and mandatory national list of information required for a valid application and the ability for local authorities to define their own list of mandatory additional information. The consultation paper indicates that local authorities have to consult on their proposed list prior to adoption. Both the national and local lists will be dependent on application type.
The Government is also introducing new standard national planning application forms. These will be mandated for use across England from the mandated day of 1 October 2007 (application submitted on old forms are likely to be legal for one month after the mandated day).
Local authorities have the option of accepting applications on the new standard forms before the mandated date and Enfield proposes to introduce the forms during the period August – September 2007 (the exact date is dependent on the Council’s software suppliers).
In addition to new paper forms, applicants will be encouraged to submit their applications on new online forms via the national Planning Portal. The new online forms service will link to the local Planning Application Requirements for the relevant local authority to try and ensure that as many applications as possible are valid on submission.
In order to enable the Portal online application service to link to Enfield’s local requirements list when the system goes live for applications in Enfield in September 2007, the Council is undertaking this consultation on its proposed local lists by application type. The Planning Application Requirements will apply to both paper and electronic applications.

In order to improve the quality of applications submitted to the Council using the new standard planning application forms, this consultation is taking place before the new regulations on the validation of planning applications have been issued.
Subject to the details contained in the regulations, a further round of consultation may be necessary in the future. Until the date mandated in the regulations (likely to be 1 October 2007), whilst the Council would encourage applicants to submit the Local Planning Application Requirements it adopts, these requirements will only be advisory and applications will be validated under the existing legislation.
