Routine, Planned & Reactive Works

The council is responsible for carrying out repairs and for administering highway legislation via the Highways Act 1980 and the New Roads and Street Works Act 1991 (NRSWA). This includes planned and emergency maintenance, surveys and street works.

Under the Highways Act 1980 (Section 41), the London Borough fo Enfield is responsible for maintaining the roads (known as 'carriageways') and pavements (known as 'footways') of adopted highways.
An adopted highway is one where the local authority has taken on the legal responsibility for maintenance. We inspect every adopted highway on a regular basis.
Any area of road or pavement which the inspector thinks may become an imminent danger to road users or pedestrians is noted and a repair arranged.
If during this inspection any streets are judged to need more extensive treatment, they are listed and their condition is visually assessed at a later date.
Once a month, Principal roads and Enfields Local Strategic Network as well as primary walking routes for footways and cycleways are inspected.
Every six months, local roads as well as secondary walking routes (including link footways and local access footways) are inspected. Cycle trails which are remote from the carriageway are also inspected at this time.

Each year we carry out a visual survey of the condition of all principal, classified and . unclassified roads.
The intervention levels are arrived at after taking into consideration the resources available to the London Borough of Enfield’s Highway Services for the maintenance of their local and principal roads and the authority’s duty of care to road users.

Street Works Register

Enfield Council maintains a street works register containing all of the notifications from the utility service providers (gas, water, electricity etc) of their proposed works on the highway, together with the Council’s own road works.

Information on proposed and current notices in the register is available to view via a central service ELGIN.

The information in a utility notice is provided and maintained by the Utility Company, Enfield Council therefore cannot accept responsibility for the accuracy of the information.

Service Level Agreement and Turnaround
When a customer informs Highway Services of damage to the footway/pavement a Highway Inspector endeavours to inspect within 10 working days unless we believe it constitutes a danger when it would be inspected within 24 hours.

If works orders are raised they will be given priority 1 of 24 hours or priority 2 of 28 days according to the severity of the damage
