Provision of traffic calming measures including speed humps. In its efforts to reduce road casualties and improve the environment the Council can introduce traffic calming measures, including speed humps. However the use of speed humps will be only considered where all alternative measures have been considered and ruled out as either inappropriate or ineffective. This policy follows concerns raised by the emergency services, in particular London Ambulance Service, about the effect of speed humps on their emergency response times. Unfortunately demand for traffic calming measures far outstrips the resources available and consequently the Council must prioritise how it spends the money available. This is done primarily by considering the history of injury accidents for roads and junctions around the borough. Each year a safety schemes programme is produced as part of the Council’s bid to the Mayor for London for funding in the following financial year. Requests for traffic calming measures are investigated as part of the bidding process, to see whether they can be justified when compared to the many other roads in the Borough with accident problems. If improvements are being asked for at a location that is already on the safety schemes programme the customer is informed of this. Any requests for traffic calming that cannot be met through the above process are retained on a database. Occasionally other sources of funding become available to the Council for traffic calming measures and former requests can be considered at such times.
