Pavements | |
The local authority has responsibility for the maintenance of pavements within the area. They should provide advice on reporting dangerous pavements and what to do in the event of an accident resulting from trip hazards (holes, uneven paving slabs etc.) on the pavement. Areas of footways (paving stones, tarmac and concrete) are regularly inspected under the processes laid out in the National Code of Practice for Highway Maintenance Management, “Well Maintained Highways”. This document, endorsed and recommended by the Department for Transport (DfT), is the “industry standard”. Principal footways are inspected every month and non-principal footways every 6 months. All individual inspection results, service requests and complaints are recorded and assessed by Highways Services. Where the assessment indicates a matter of emergency or danger, then prompt remedial action is taken. All remaining work is then assessed on a priority basis, and carried out in order of urgency. When a customer informs Highway Services of damage to a footway ie a broken or loose paving stone or crumbling tarmac etc, a Highway Inspector endeavours to inspect within 10 working days unless we believe it constitutes a danger when it would be inspected within 24 hours. If the Council’s intervention levels are met, works orders are raised and given priority 1 of 24 hours or priority 2 of 28 days according to the severity of the damage. If you identify damage to the public footway/pavement, contact Highway Services as soon as possible. In some cases, such as utility streetworks, it may be necessary to close the footway and divert pedestrians to an alternative route. Streetworks, roadworks, skips, scaffolds, hoardings, advertising boards and building materials that block the pavement can be considered to be causing an obstruction to pedestrians. The London Borough of Enfield is responsible for ensuring safe passage along the footway and that such obstructions are removed. Eligibility
