Obstructions on the highway

Streetworks, roadworks, skips, scaffolds, hoardings, advertising boards and building materials that block the pavement can be considered to be causing an obstruction to pedestrians. The London Borough of Enfield is responsible for ensuring safe passage along the footway and that such obstructions are removed.

If you identify that something is causing an obstruction to the public footway/pavement, contact Highway Services as soon as possible.

We will establish whether the offending item has a permit or other permission to be on the footway. If there is a permit, we will assess whether the item has been placed correctly and negotiate with the owner of the item to ascertain whether there is a more suitable site or position. In some cases, such as utility streetworks, it may be necessary to close the footway and divert pedestrians to an alternative route.

If an item does not have permission to be on the footway, Highway Services will request that it is removed immediately.

We endeavour to inspect an obstructed area within 24 hours and if appropriate arrange for immediate removal
