Land and property - building control

The Council is responsible for ensuring that buildings are properly designed and constructed to protect the health, safety, welfare and convenience of people using them. The local authority check plans and inspects sites during construction for compliance with the building regulations.

Our aim is to provide a first class quality assured Local Authority Building Control Service, whilst remaining cost effective, to achieve a healthy and safe environment in the London Borough of Enfield.
We deal with approximately 2100 applications each year, with a build value of around £160million.
We have close links with Planning, Land Charges, Environmental Health and Sustainability.

Our main duties are:
The vetting and determination of building plans submitted for building work to check compliance with the building regulations.
Giving advice to the general public, professional agents and builders.
Examine construction standards on building schemes.
Liaise/consult with the London Fire and Emergency Planning Authority and other statutory bodies.
Check the design and suitability of constructions.
Conduct statutory site inspections when notified at certain stages of work to ensure compliance with statutory health and safety requirements and the building regulations.
Carry out enforcement duties for infringement of the building regulations in conjunction with planning enforcement, where appropriate.
Deal with reported dangerous structures on privately owned property in the borough.
Administer and issue conditions in relation to demolition notices.

We are located in the Civic Centre and can be accessed in person, writing, email or telephone. There is a duty surveyor available most of the time for general queries although a case officer should give specific advice.

It must be noted that Building Control and Planning are 2 separate applications. Sometimes approval will be required from one service and sometimes both. Each service has different exemptions and so it is always worth checking with the relevant service first, to avoid the risk of enforcement action later.
