The London Borough of Enfield Unitary Development Plan (UDP) was adopted on 25th March 1994. It provides a framework for development, development control and conservation within Enfield and sets out the Council’s policies and proposals for the development and other use of land.
Much has changed since the UDP was adopted, including extensive revision of national planning policy guidance by successive Governments and the publication of the Mayor's London Plan. Thus the Plan needs to be completely rewritten, particularly in regard to the promotion of a more sustainable way of life in the Borough.
Fundamental changes to the planning system have been introduced by the Planning and Compulsory Purchase Act 2004 which came into effect in September 2004. The Act requires the Council to replace its UDP with a new style of development plan known as a Local Development Framework.

Saved UDP Policies
Under the Planning and Compulsory Purchase Act, Enfield’s Unitary Development Plan (UDP) was required to undergo an assessment to ‘save’ its policies. Most of Enfield’s UDP policies were saved, but fifty-three UDP policies expired on 27th September 2007.
The saved UDP policies and London Plan form the development plan for the borough.

Please note: all other policies of Enfield’s adopted UDP 1994 will remain valid until they are replaced by Enfield’s new Local Development Framework (LDF). View the full list of saved policies here.
Appendix A3 of the UDP (see link below) contains a Schedule of Sites for potential development. These sites are also shown on the Proposals Map. View a list of those sites that had been completed by 27th September 2007 here.

Copies of the UDP are also available for inspection at each of the main libraries in the Borough and can be purchased from the Civic Centre at Enfield Town. The cost of the UDP (including the Proposals map) is:
• For residents - £26.50
• For non-residents - £39.80
(An additional charge is made for P&P)
The cost of purchasing the Proposals Map independently is:
• For residents - £6.10
• For non-residents - £10.20 (An additional charge is made for P&P)
