Planning - development control

Development Control processes and determines all planning applications for development and changes of use in the London Borough of Enfield. The department also deals with appeals received in relation to planning applications. The service provides general planning advice and pre-application advice to customers.

Development control is responsible for the determination of planning applications and other associated applications such as listed building consent, Conservation Area consent and advertisement consent, submitted to the council under the planning acts. The service receives on average 2,500 applications a year.

Most building work, engineering work and use of land requires planning permission and the purpose of development control is to ensure that the development is carried out in accordance with local and national planning guidance.

An important part of the process is consultation with statutory bodies, interested parties and neighbours. The planning officer in assessing the acceptability of the plannng application takes responses to consultations into account. The statutory timescale for determining most applications is eight weeks whilst major applications should be decided within 13 weeks.

Most decisions are taken by senior planning officers under delegated powers but there are certain applications which are larger in scale or more controversial in nature that are decided by the planning committee which meets once a month.

Planning applications can be submitted online using the Planning Portal.

Information on all current planning applications can be obtained by visiting the Environment Direct reception at the Civic Centre or by accessing the Online Planning Register. Comments or representations on planning applications can be submitted by email to Development.control@enfield.gov.uk

Progress on planning applications can be obtained by contacting the case officer or tracking applications via the Online Planning Register.

The service is also responsible for the administration and management of matters relating to trees covered by Tree Preservation Orders and Trees in Conservation Areas.

The service also offers general advice on planning matters and pre-application advice to customers. Such advice can be obtained from the duty-planning officer at the Civic Centre or via an appointment with a planning officer.

Guidance and leaflets on whether planning permission is required for certain household development and planning guidance on various types of development can be obtained from the environment direct reception at the Civic Centre. Application forms may be downloaded from this website.

Service Level Agreement and Turnaround
Standard timescale for responses to correspondence is 10 days. For ‘minor’ and ‘other’ categories of development the timescale for dealing with applications is 8 weeks whilst the timescale for dealing with major applications is 13 weeks.
