It is an offence to cross the public footway without a legally constructed footway crossing. The council will construct domestic vehicular crossovers at the request of residents. There is a charge payable for this service and in some locations, such as on major highways, planning permission may be required. The council upholds the right to refuse applications.

The resident must contact Highway Services to request the appropriate application form.

A series of questions are asked in order to ascertain which form is posted to the applicant.

Highway Approval
If planning permission is not required, a highway application form will be sent to the applicant for completion and return with an application fee, a list of current charges for this service are available to view here.

Planning Approval
If planning permission is required, the relevant planning form will be sent from the Planning Section to the applicant, this must be completed and returned to the planning section.

What Happens Next?
Upon receipt of the appropriate application form, a site inspection is made and all relevant criteria applied whereupon a decision is made.

The applicant is sent the appropriate decision (granted or refused) with an estimate of works and further detailed instructions.

Although the Council has an agreed policy with detailed criteria that is applied, all applications are assessed individually. You should be aware that it cannot be guaranteed that as your neighbour may have a crossing that you also have the same rights.

The Council recommends that you do not undertake any works to your property in relation to a footway crossing until you have either spoken with the Highway Services department or your application has been granted.

Eligibility:
The applicant must be either the owner of the property or an authorised agent of the owner. A resident who wishes to apply for a crossing on a property they do not own must have written consent from the owner prior to application.

Council tenants may apply for a crossing, however Highway Services will seek approval from the Housing Department prior to assessing the application.

If the applicant is registered disabled, the application fee will be wavered.

Required customer information:
Applicants who are registered disabled and wish to have the application fee wavered must provide a photocopy of their blue badge with their application.

SLA and turnaround:
Highway Approval
We aim to give you a decision on your application within 8 weeks, and provide you with an estimate if your application is approved. However, applications where trees, lamp columns etc are affected may take longer to process.
After your application has been approved, you must complete any necessary works to create the parking area
(e.g. removing any boundary wall or fence and construction of a hardstanding). Your crossover will not be built until these works have been completed.
If your application is approved, we will make every effort to construct the crossover within 12 weeks of receiving your payment.

Planning Permission
We aim to give you a decision on your planning application within 8 weeks. If your application is approved we will send you a Decision Notice with a request for a further payment for an estimate for the works to be undertaken by our contractors.
