Dog Control Orders

The Clean Neighbourhoods and Environment Act 2005
The Dog Control Orders (Prescribed Offences and Penalties, etc.) Regulations 2006
The Orders will take effect on the 14th of March 2009

Order One - Removal of Dog Faeces
This order will apply to all land which is within the administrative area of the London Borough of Enfield and which is –

(i) Open to the air (which includes land that is covered but open to the air on at least one side); and

(ii) to which the public are entitled or permitted to have access with or without payment.

This order will require, if a dog defecates at any time on the land to which this order applies, the person who is in charge of the dog to remove the faeces from the land forthwith. The Order will provide for exemptions for blind people with guide dogs and disabled people using trained assistance dogs. Schedule 4 provides a map of the affected area.

Order Two - The Exclusion of Dogs from Certain Areas
This order applies to all enclosed areas within Parks and Open Spaces in the administrative area of the London Borough of Enfield where those areas are for the sole use of children or are for a particular sporting or leisure purposes including; multiuse games areas, splash pads, tennis courts, bowling greens, Community Areas and designated fields, Walled Gardens and Council owned Cemeteries. Schedule One provides further details including maps of the affected areas.

Order Three - The keeping of dogs on leads
This order applies to all enclosed parks or formal or small garden areas within the administrative area of the London Borough of Enfield and will require people in charge of a dog to keep it on a lead. Further details of the areas affected by this order, including plans can be seen at Schedule Two.

Order Four - The keeping of dogs on leads by direction
This order will apply to all London Borough of Enfield Council parks, gardens recreation grounds, fields, Country Parks and other open spaces.

This order will require people in these areas to put and keep a dog on a lead when told to do so by an authorised officer (Authorised Officers include Police Constables Parks Police Officers of the Council and Police Community Support Officers). Plans showing the areas affected by this order are at Schedule Three.

Fixed penalty notices
The London Borough of Enfield intends to issue fixed penalty notices to enforce the proposed dog control orders above as prescribed by Section 59 of the Clean Neighbourhoods and Environment Act 2005. The payment would be £80. Failure to pay the fixed penalty notices may result in prosecution.
